PAGE 6 Speaks T o Student Body DECEMBER 10^ 196R the lance StrAnHrws Judicial System To all St. Andrews Students: Let me use the colums of The Lance to discuss a matter of vl- ;al interest to all of us. You are aware, Tm sure, that the Trustees of St. Andrews (Toted recently to increase, and at the same time, guarantee, the schedule of fees for next jrear. I can assure you this was done only after a great deal of debate and | fact-finding. Let us begin with what is most important to you - the fact that as a result of this action your diploma will be worth much more. This is a simplified way pf stating that the administration and facul ty are now making plans to en rich the educational program and enlarge the physical plant at St, Andrews. These steps will give you a firmer foundation for your career. Unfortunately, we do not pos sess any magic wand to bring about these necessary and de sirable improvements without a financial base to support them. After careful calculations, then, these charges for tuition, room and board, and general service fees were set, as of September, Konay night the Saint Andrews Senate voted itself personal cop ies of the minutes of all Student Associations (excluding Judici ary) and appropriate sections of the Faculty Meeting minutes. This includes Student Life Com mittee, Student Christian Coun cil, Student Center Board, Inter dormitory Council, and Student Cabinet, as well as the Senate minutes now being received by each senator. The estimated cost for these copies would be $57,00 a year, not to mention the work involved for each sec retary of each group, A num ber of senators who were ab sent have questioned the need | for these minutes, and the mon ey to print them has to be ap propriated yet. If you care how your money is being spent, you might want to speak to your representative. The Senate passed the eight j Constitutional Amendments with the normal amount of fuss over Article V, the number of votes a candidate must have to win an election. Tliis problem has piagued student government leaders since the college has be gun, and It probably won't be settled with this one vote. This amendment is posted on the Stu dent Center bulletin board along with the others that were not questioned in the senate. The Student Christian Coun cil’s non-white scholarship was finally reported as Illegal, based on the Civil Rights Act, which is based on the governments autho rity to regulate interstate com merce, something this reporter will never understand. Rising sophomores will pay $1,995 for their remaining three years. In November we mailed a letter to all parents, explaining our plans for progress and enrich ment and setting forth the new schedule of fees. I expect most of you have discussed this with your parents by now. If there are any questions, or if your pa rents have not received this let ter, I shall be glad to help in any way possible. You will be interested to know that the number of applications for positions in the incoming freshman class is 30% higher than at the same time last year, and the admissions office reports that interest in St, Andriews con tinues to increase. Le me ask that all of us at St, Andrews continue our pursuit of excellence in the name of Christ. Warmly and sincerely. will continue to work on recruit ment of qualified students, how ever. The last concern of the senate was with the overload of work on the Secretary of the senate. A number of suggestions were made to help the secretary, all. For once we By CAROLYN ROBERTS The St, Andrews judicial sys tem Is composed of the Dorm Councils, the Traffic Committee the Student Judiciary Board, the” Student-Faculty Appellate Board, and the President of the College as the final authority. As a member of the Student Judiciary Board, I will focus the first part of this article on that court which Is composed of five students who hear and have original jurisdiction over cases Involving major offenses as srtated In our College Regu lation, The aim of this court Is not to punish students but to try to correct them and help them to understand their role as respon sible persons In the community. Each case Is judged Individually as it comes to our attendtlon, but it Is also considered In the contest of other actions we have taken. The most difficult job the court has is to reach a balance In our decisions between what Is best for the Individual and what may wear spoi*ts clothes across the lake — to sit on the floor of the LAA, We’ll sing Christmas ■carols by candlelight and Mr, Davenport will talk on “Why We Cry At Christmas.” Please note the change In date from Monday to Thursday. Is best for the community as a whole. The St. Andrews Judicial Sys. tem for the most part operates on the basis of general principles rather than specific rules, in this situation students have a great deal of freedom In which to act. When people begin to ask for specific rules and an explanation of exactly what they can and cannot do, this freedom will be destroyed. It Is only as We have freedom that we can become responsibly mature Individuals. One of the major alms of the St, Andrews judicial system is to protect this freedom we now have. The Cabinet has established two committees this year to im prove our present judicial sys tem. The Ktonor Code Committee has been studying the the pro blems of plagiarism and academ ic offenses which are heard by the Judiciary Boards, But the ulti mate concern of this committee Is the possibility of a St, An drews Honor Code. The other committee is the Penal Code Committee which is studying our entire judicial sys- tem to determine where and how It can be Improved. Both of these committees would wel come suggestions that any of you might have.
