16 The Compass Friday, November 3. 1995 Interim chancellor promises 'strong leadership' for ECSU by Yushawnda Thomas ECSU's interim Chancellor began his first viniversity meeting with a plea for cooperation and understanding: "I'm here to provide strong leader ship for ECSU, and I'm willing to work with everyone, no matter how long I'm here," said Dr. Mickey Bumim, during the Sept. 20 meeting in Moore HaU. "Working together, we can make ECSU progress." If ECSU is to make progress, how ever, the University must deal with its number one problem—the decline in enrollment, he said. "All of us have a stake in meeting our enrollment challenge," said Burnim. "We need a strategic plan to chart the course of this University for the next five years. It should be con tributed to by all constituents of the University." Pointing out that ECSU's budget is "enrollment driven," Bumim said that each student is supported by a state appropriation of $6,542. As enrollment declines, universities receive cuts to their budgets. To help with recruitment, Burrum said ECSU will offer Incentive Scholar ships to five new counties: Franklin, Edgecombe, Warren, Nash, and Vance. This wiU expand the 16 county region served by the Uruversity to 21 coun ties. Dr. Bumim has also appointed Mr. Leon Rouson to help recruit and enroll more local and out-of-state high school students. Bumim said that "low productivity programs" will be terminated. Last year 11 programs at ECSU were classified as "low productivity" pro grams. This year, however, there are only fovir, due to the growth of depart ments and the number of graduating students. After the meeting, Bumim said ECSU would recommend to General Admin istration that three of ECSU's four "low productivity programs—the B.A. in Music, the B.S. in Applied Mathemat ics and the B.S. in Physical Education, be continued. The future may not be so bright, how ever, for Business Education, ECSU's fourth low-productivity program. "The case for the B.S. degree in Busi ness Education is weaker," Burnim said. "The faculty in that area have been charged with strengthening it as much as possible. If they are unable to make a much stronger case, we will likely be forced to recommend its dis continuance. There have been very few graduates and enrollment at the junior and seruor level is very low." Burnim also addressed problems with faculty not working diligently for the students. "The University is here for the stu dent and should be student centered," he said." All humans are to be respected and treated with dignity. No student, no faculty member should be treated with disrespect." Bumim said he was looking forward to working with students, and that he believed in being accessible to them. Referring to some ECSU students by name, Burnim said he had found the students he had met to be "friendly and enthusiastic." Bumim was straightforward with his expectations from the staff and student body. "I expect people to carry out their duties and procedures in a reasonable manner," he said. "A imiversity should be student-cen- tered and faculty governed." Commenting on the issue of why the meeting was not called a "family meet ing," Burnim said that he sees the vini versity as a business. "Our business is the business of edu cation.
