However, many of these lead ers combined their praise with concern about a wide range of other issues, including the ad ministration's reaction to prob lems facing women because of the recession. Frances Farenthold, chairwo man of the National Women's Political Caucus, said Ford’s nomination of Asst. Atty. Gen. Carla A. Hills to be secretary of the Department of Housing and Urban Development “shows he understands the im portance of including women in decision-making positions in his administration." Similar expressions of ap proval came from Ruth Clusen, president of the League of Women Voters, and Karen DeCrow, head of the National Organization for Women. Other leaders of women's groups noted that Ford recently named Betty Southard Murphy to be the first woman member of the National Labor Relations Board. Mrs. Murphy also was named NLRB chairman. Mrs. Farenthold said the Hills-Murphy appointments rep resented "the gate-crashers, the ones at the top — but that’s not where most women are to day. “Any time you get a reces sion, the hardest hit are still going to be women,” she said. “We still have that 'last hired, first fired' practice. And the el derly are disproportionately women, too, and these groups are just being devastated now." Ms. DeCrow, who prefers the designation Ms., said the Ford administration "has been say ing the right things" but that she is looking for evidence that the administration is enforcing federal regulations banning job discrimination.
