(a) First to accuser on personal level
Duties of S.C.A.
(A) S.C.A. will take a stand on all legitimate petitions.
(B) To recognize student and campus organizations.
(C) To regulate all student elections Including that of
"N.C. Essay" Editor.
(D) To uphold and enforce those rights and powers enum
erated to students.
(E) To recognize student appeals when petitioned accord
ing to legitimate procedure.
Article VIII
Duties of S.C.A. Members
(A) To attend regularly.
(B) To uphold S.C.A. constitution.
(C) To support passed business.
(D) To notify his alternate of meetings in case of rep
resentatives* inability to attend.
BYLAWS AND PROCEDURES OF OPERATION
Section A
Voting
(1) In S.C.A. a fifty-one percent vote by all mem
bers present carries all business other than amendments;
amendments require a two-third vote of all members of
the S.C.A.
(2) By student body, a majority vote of all regis
tered voters carries election of bills and ammendments.
Section B
Elections
(1) Elections and registration are activities of
the existing Student Activities Committee.
(2) Elections for divisional representatives and
department representatives will be held on the Sunday
of the second week of the fall semester. Nominations
for representatives will be made on the Wednesday prior
to elections, and the days between will serve as cam
paign times. The candidates will be assisted by state
ments printed in a special issue of the "N.C. Essay"
before elections on Sunday. (First runner-up in each
election will serve as alternate).
(3) Students desiring to run for an office or rep
resentative in the spring elections should file with the
Student Activities Committee during the first week of
April. All official candidates will be announced to the
student body at the convocation of the second week of

of May. All times between announcement of candidates
and election will be used for campaigning. (In case of
a tie, run-offs will be held the third week of May).
(4) All candidates must have attended N.C.S.A. at
least one semester.
Section C
Appeals
A. Disciplinary Appeals
(1) Students shall appeal as follows:

(c) Judicial Board and/or Judicial Sub-Committee
(as described in Article VI, B (2) a and b)
(d) President's Office
(e) All School Council
(2) When a student desires to appeal beyond the
Review Board level he may petition the Legislative Com
mittee, either through his personal representative, or
through a member of the committee. The committee will
review the case and make the proper recommendations to
the student(s) involved and approach the proper appeals
agency.
B. Other Appeals
If a student desires the support of the S.C.A. itself,
in any case or plea, he should petition according to the
rules of petition.
Section D
Rules of Petition
(1) Petitions may be introduced by any person(s) in
the institution through an S.C.A. member. The member(s)
will present the petition to the Agenda Committee, who will
then submit it to the S.C.A. which may act on it, or send
it to one of the committees for research and recommenda
tion.
(2) Petitions may be made directly to any committee
through representative or committee member.
Section E
S.C.A. Operations
(1) Agenda Committee gives priority to business
brought before S.C.A.
(2) Agenda Committee will consider postponement of
scheduled business upon urgent request from President,
S.C.A. President, or Dean of Students.
(3) Any member of S.C.A., including the President and
all officers, missing three consecutive meetings or miss
ing any five meetings within a semester will be automatic
ally expelled from S.C.A. (subject to appeal to Legislative
Committee).
(4) Any member of S.C.A., including the President and
all officers, may be impeached upon a unanimous vote of
the attending S.C.A. members.
(5) The President of S.C.A. shall be salaried at
$50.00 a month for the nine month school year. These funds
shall be appropriated from the Student Activities fund.
(6) The Secretary of S.C.A. shall be salaried at
$100.00 a year with payments of $10.00 a month the first
eight months and $20.00 for the month of May. These funds
shall be appropriated in the same manner as the President's.
POWERS AND DUTIES OF N. C. ESSAY EDITOR
(A) The N. C. Essay Editor should be granted $500.00 by
the Student Activities Department.
(B) The Editor of the newspaper shall preferably serve only
one year, and should be given academic credit for that year
(3 hours per semester for non-writing students or 6 hours
for writing majors). This should be his junior year of
college if at all possible.
(C) The Editor should have faculty privileges for use of
materials in the Library.
