its members expressing their reasons to the President. Article V Committees (A) S.C.A. committees will be made up of S.C.A. Repre sentatives, elected by S.C.A. members, and will follow informal but standard procedures of operation. (B) Committees; Agenda Comiuittee Research Committee Student Activities Committee Public Relations Committee Legislative Committee Budget Committee (C) Membership and Duty of Committees (1) Agenda Committee - Vice President, Research Committee Chairman, Student Activities Com mittee Chairman, Legislative Committee Chairman, and one other S.C.A. representative. The com mittee will decide what business has priority to be brought before the S.C.A., and each week will outline the program for meetings. (2) Research Committee - Three S.C.A. members. The committee will research any problem, project, or occurence as designated by the S.C.A. (3) Student Activities Committee - Three S.C.A. mem bers. The committee will plan and be respon sible for all activities sponsored by S.C.A., and will work closely with the Student Activi ties Office in school sponsored functions. (4) Public Relations Committee - S.C.A. President, Secretary, "N.C. Essay" Editor, and two S.C.A. members. The committee will work with respect for school public relations office, but with emphasis on making student news available to the press. (5) Legislative Committee - President, Judicial Board Chairman, Research Committee Chairman, and three S.C.A. members. The committee will be responsible for exploring students legal rights according to the existing School con stitution and rules, local ordinances, and state and federal law. The committee will counsel students privately, and will offer recommenda tions to S.C.A. as to stands on issues involving legal questions. (6) Budget Committee - Financial Aid Committee Rep resentatives from S.C.A., Student Activities Committee Chairman, Research Committee Chairman, Academic Dean, Dean of Students, N.C. Essay Editor, and Yearbook Editor. The committee will examine any issues involving use of school bud get, and will manage the S.C.A. budget, and make recommendations to the S.C.A. accordingly. Article VI Agents of Enumerated Powers (A) The agencies recognized by the S.C.A. constitution as official agents of designated powers within the School as described in the faculty handbook are: Students - S.C.A. Students and Faculty - Curriculum Committee Students and Administration - Judicial Com mittee, Judicial Sub-Committee, General Review Boards Faculty Administration - Faculty Council, Deans Committee, Financial Aid Committee Administration - President, Administrative Com mittee, Admissions Committee State Agents - Board of Trustees All School Advisory Council (B) Membership of Agencies recognized by the S.C.A. Consti tution (1) S.C.A. (see article III) (2) Students, Faculty, and Administration (a) Judicial Coiranittee - President, Dean of Stu dents, Academic Dean, Arts Dean (and music teacher as non-voting member), a faculty rep resentative, Judicial Board Chairman, one Stu dent Arts Department Representative, and two non-voting persons chosen by the student in question. The Judicial Committee will handle all cases that may result in suspension or ex pulsion, and cases being appealed from Review Boards as directed by S.C.A.'s Legislative Committee. (b) Judicial Sub-Committee - Dean of Students, Arts Dean, Judicial Board Chairman, one person cho sen by student in question. The Judicial Sub- Committee will hear all cases appealed or as signed to it by the Judicial Committee, and will advise the Judicial Committee as to sus pending or dropping judicial action in cases where such action appears justified in the opinion of the sub-committee, and will reco mmend an alternate course of action. (c) Review Boards. (1) Lower Division - S.C.A. Representative, two Review Board members, one male and one female, elected from lower divi sion residence, lower division faculty repre sentative, houseparent, and Dean of Students as ex-officio member. (2) Middle Division - S.C.A. Representative, two Review Board members, one male and one female, elected from middle division residence, middle division faculty representative, houseparent, and Dean of Stu dents as ex-officio member. (3) College Division - S.C.A. Representative, two Review Board members, one male and one female, el ected from college division, college division faculty representative (elected by the stu dents) , resident advisor, and Dean of Students as ex-officio member. Review Boards will handle disciplinary cases referred by any stu dent, faculty, or administrative person, and serve as an appeals committee to any student requesting appeal in cases imposing an auto matic penalty. (d) Faculty Council - The Executive Committee of the faculty, which considers general educa tional policies of the institution, and assists the deans in every way possible to find the most satisfactory operation of the School's educational program. (e) Financial Aid Committee - Director of Financial Aid, Bursar, Administrative Director (ex-offi cio) , Director of Development (ex-officio) , Director of Admissions and Registrar, Dean of Student Affairs, five members of the Faculty, four members of S.C.A., one being the Chair man of the Budget Committee. (3) All School Council Made up of representatives from trustees, fac ulty, administration, staff, departments, par ents, and S.C.A.
