Shall assume the responsibili ties of the President when necessary. b. Shall co-ordinate the work of the activity commissions. 3. The Secretary: a. Shall be responsible for keep ing a record of the minutes of all Association and Senate meet ings. b. Shall act as historian for the Association and be responsible for all of the official records. c. Shall notify Senate members of meetings and posit notices of Association meetings. d. Shall co-ordinate the corres pondence of the Association and serve as general office manag er for the Senate office quar ters. 4. The Treasurer: a. Shall be responsible for the fi nancial and administrative rec ords of the Association and Sen ate. b. Shall bo chairman of the Fi nance Commission. 5. The Parliamentarian: a. He shall rule on points of order at meetings of the Executive Council, Senate, and the Asso ciation meetings, to. He Sihall have no vote on the Executive Council or on the Senate. 6. The Chairman of the Student Life Association: a. He shall preside at all meet ings of the SLA. b. He shall call meeting of the SLA when necessary. II. Presidential Aids 1. The SGA President may appoint up to 2 presidential aids with the approval of the Senate. 2. The Aids are to serve for 1 year or until the expiration of the Pre sident’s term of office, whichever comes first. 3. The Aids may be dismissed only by the President of the SGA and with the approval of the Senate. 4. The Presidential Aids will not be on the Executive Council or Sen ate and have no vote on either. III. Function of the Commission 1. The Finance Commission. a. The commission will be resipon- sible to the Senate and Asso ciation for all student activity funds. b. The Senate and the Commis sions shall submit annual bud get request to the Commission. c. The Commission shall submit the proposed annual budget for all activity expenditures to the Senate for approval. d. The Commission shall consist of: (1) The Chairman who shall be the SGA Treasurer. (2) The Chairman of all stand ing Commissions or his ap pointed Representative. (3) The College Business Man ager or his appointed Re presentative. (4) The Business Manager of the major publication of the SGA. 2. The Athletic Commission. a. The Commission will work with the College in the planning and co-ordinaiting of all intercollegi ate and intramural student ath letics in the college. b. The members of the Commis sion shall be; (1) A Chairman elected by the Student Body in the Spring Elections. (2) The Athletic Director or his a)pi>ointcd Representative. (3) One member from each ma jor sport elected by the team in the Spring during the time of Spring Elections. (4) One member elected from each class. 3. The Publications Commission. a. The Commission will work with the College in the planning and co-ordinating of all student pub lication in the College. b. The Commission shall consist of: (DA Chairman selected by the SGA Senate in the Spring with consultation of the out going Publication Commis sion. (2) The Faculty advisors of the major publication of the SGA. (3) The Chairman of the Photo graphy Staff. (4) Editors of all major publi cations of the SGA. The Editors ito be elected by the Senate with consulta tion with the Publications Commission and the Staffs. 4. The Social Commission. a. The Social (Commission respon sible for planning the calendar of Social events of the SGA for ithat year. b. The Commission shall consist of: (1) A chairman elected by the Student Body in the Spring Elections. (2) One member elected from each class after the Spring Elections. (3) Two members elected by the Senate with consulta tion of the out going Com mission. (4) A faculty advisor. 5. The Inter-Faith Commission. a. The Commission will work with the College in the planning and | co-ordinating of all student re-! ligious life of ithe College. b. The Commission will consist of: (DA Chairmian elected by the Student Body in the Spring Elections. (2) A Faculty Advisor. (3) One member elected from the Woman’s Dormitory. (4) One member elected from the Men’s Dormitory, (5) One representative from the Day Students. (6) One or more representatives from each denominational group organized on campus under the by-laws of the In terfaith Commission. (7) A Student Chaplain selected by the Senate upon the re commendation of the Inter faith Commission. IV. Elections 1. There shall be an annual all-col lege election during the sprin'g of each year. 2. All candidates for Association of ficers and position who are elect ed by the Association or any seg ment thereof, except the Fresh man Class and the dormitory Council, shall be elected at the time of the annual elections. V. Manner Of Electing Officers In The SGA 1. Thait a list of all those eligible to hold an office in the SGA be post ed by the 12 day of April. 2. That nominations for SGA offi cers be made at a regular student body meeting on the first Tuesday after April 15th. a. That nominations be made in the following order: President, Vice President, Secretary, Treasurer and Chairman Stu dent Life Association. b. That nominations for each of fice be made from the floor and (that the nominations be unlimit ed. c. That if the nominations exceed three a plurality elimination vote shall bo taken immediately after the nominations for that office have been closed, which will limit the number of can didates to tliree. d. If the first nominations did not exceed three or after the elimi nation vote, a simple majority vote will be itaken on the follow ing Friday after the day of nominations. The person with the simple majority of votes will toe elected. If no one candi date receives a simple majori ty of the votes, a run off vote will be itaken on the following Monday. The Election will be by Secret Ballot. 3. The General spring student body election all SGA positions other than the SGA officers and the Chairman of the SLA will be on the Tuesday following the elec tion of the SGA officers, a. The order of nomination will be as follows: The Parliamentari an, who may also hold any elected officer other than the President of the SGA, the Chair men of the Commissions, and all others thait may be added later. to. The nominations for these posi tions will be from the floor. If the nomination for a position exceeds three, a plurality eli mination vote shall be itaken limiting the number of three. If the first nomination does not exceed three, or, after the eli mination vote, a simple ma jority vote will be taken, and the person with the simple ma jority of votes will be elected. 4. The nomination of class officers will be on the following Tuesday after the general sipring student body election. The nominations will be made m a class meeting and the manner of nominations will be determined by the indi vidual classes. 5. The election of class officers will be on the Monday following the day of nominations for class of ficers. The vote will be left up to the classes. 6. On the Tuesday following the elec- ition of class officers the classes will meet and elect representa tives to the commissions and all ther class positions. The manner of their elections is to be deter mined by the classes. 7. The hours for voting and cam paign (procedure will be regulated by the elections committee of the senate. VI. Term of Office 1. The officers-elect of the Student Government Association shall as sume their positions as officers on the last day of the College year in which they are elected and they shall serve for one year or until the last day of the next College year. 2. The Class Officers elected on the second Thursday of each year shall assume their offices as soon as the results are officially posted or, in Ithe case of a run-off elec tion, when the results of that elec tion are posted. They shall serve for one College year or until the last day of that College year. VII. Membership and Restrictions of Special Students That the student body shall con sist of all students of North Caro lina Wesleyan College, but only those with 12 hours or more shall be eligible to hold an office in the SGA. However, they will be allow ed to participate as members of SGA committees. They shall have rights to nominate and vote for SGA officers as well as Class offi cers. VIII. Manner of Electing Freshman Class Officers 1.
