Miss Chestnut New '‘Miss Rocky Mount’ Changes Are Proposed By SGA Committee Members By LIBBY WALLACE Miss Helen Rose Chestnut, a sophomore at North Carolina Wesleyan College, became Miss Rocky Mount during a breathtaking pageant pre sented by the Junior Chamber of Commerce here Saturday night. Talented Helen graciously impressed the audience with her mellifluous soprano voice by singing an Italian Aria “Lungi del caro bene.” She has brown hair, brown eyes, is The Community Council of North Carolina Wesleyan College presents to the fac ulty, staff and students pro posed changes in the By- Laws of the Constitution of the Community Council. These changes shall be voted on approximately two weeks hence. BY-LAWS I. Student Office Eligibility 1. Change from “Only those students taking twelve or rhore semester hours at the time of the election shall be eligible” to “Only risinig sophomores and jun iors taking twelve or more semester hours at the time” of election shall be eligible. 2. B. Omit “Manner of nomi nation and election of the new member ishall be ais stated for regular mem bers.” II. Elections 21 years of age, 5 feet 6 inches tall and weighs 124 pounds. The new Miss Rocky Mount received a $250 scholarship. First runner-up, iVUss Molly Ray Browning, a junior at Wesleyan College won the honor of Miss Congeniality. The person filling the vacancy shall be the no minee with the second highest number of votes, not now holding an elected office in the SGA. In case the nominee is holding an elected office, the faculty ishall nomi nate 3 persons to fUl the vacancy. Elections by the student body shall follow immediately. C. If the person filling the vacancy is a rising jun ior, he will be eUgible for election to a full two- year term upon com pletion of the term now held. This amended Constitu tion will more adequately provide for our growing needs in a more demo cratic way. THE CONSTITUTION OF NORTH CAROLINA WESLEYAN COLLEGE STUDENT GOVERNMENT ASSOCIATION Preamble The students, faculty, and administration with the ap proval of the Board of Trus tees of North Carolina Wes leyan College hereby estab lish the North Carolina Wes leyan CoUege Student Gov ernment Aslsociation. The As sociation shall be the means whereby the students of the college ishare in the adminis tration and government of the coUege. The responsibili ties herein stated are those which the college recognize as the privileges, rights, and relsponsibilities of the stu dents. Article I. Name The name of the organiza tion shall be the Student Gov ernment Association of North Carolina Wesleyan College. Article II. Purposes The purposes of this or ganization shall be: to in culcate into the students the principles of .self-control, re sponsibility, and honor; to foster loyalty to the college; and to further in every way possible the best interests of N.C.W.C. Article III. Membership All students matriculated in N.C.W.C. shall be members of the S.G.A. Article IV. Eligibility 1. Any person in the S.G.A. elected by the members of the Association, a class, the residents of a dormitory or any segment thereof, or by the day students to fill a posi tion established by the S.G.A. constitution or any person ap pointed by the S.G.A. presi dent which requires the ap proval of the Senate, are prime officers of the S.G.A. 2. Prime officers of the S.G.A. must meet the follow ing qualifications: a. Have a “C” average at the time of election and main tain this average during term of office, z. Be carrying 12 hours of academic work during the semester in which elected and subsequent semesiters in which office is held. 3. No person may hold more than one prime office in the S.G.A. 4. No person on the Com munity Council may hold a prime office in the S.G.A, 5. First semester Freshmen do not have a grade average; however, any freishman offi cer must have a “C” average to continue to hold an office during the 2nd semester. Article V. Officers 1. The Association shall elect to serve for one college year: a. A president who is to be elected from the rising Senior class and who has been in attendance at N.C.W.C. for at least 4 semelsters prior to time of taking office, b-. A vice-president who is to be elected from the rising Junior or Senior class and who has been in attend ance at N.C.W.C. for at least 2 semesters prior to time of taking office. c. A secretary who is to be elected from the rising Sophomore, Junior, or Sen ior class and who hajs been in attendance at N.C.W.C. for at least 2 semesters prior to the time of taking office. d. A treasurer wlio is to be elected from the rising So phomore, Junior or Senior cla'sls and who has been in attendance at N.C.W.C. for at least 2 semesters prior to the time of taking office. 2. The president of the S.G.A. may appoint tempo rary officers to fill vacancies in the S.G.A. who shall serve for a period not to exceed one month, during which time the vacancy shall be filled by the original electing agen cy prescribed in the constitu tion. Article VI. Meetings 1. The president of the S.G.A. shall call a minimum of one all-college S.G.A. meet ing each semester of the col lege year. 2. Special meetings of the S.G.A. may be called by the Senate of the Association or by petition of 15 per cent of the members of the Associa tion. Article VII. Executive Agency 1. The function of the exe cutive agency shall be to exe cute the business and pro gram of the Association. 2. The president of the S.G.A. ishall bo the chief exe cutive and administrator of the executive agency. 3. The Board of Commis sioners shall aid the pretsi- dent in executing and co ordinating the business and program of the Association. 4. The members of the Board of Commissioners shall be: a. The president of the S.G.A. b. The vice-president of the 5.G.A. c. The secretary of the S.G.A. d. The Chairmen of the Com missions. e. The Director of Student Life or liis appointed re presentative. 5. The Commisisions shall be: a. Finance Commission b. Social Commission c. Athletic Commission d. Interfaith Commission 0. Publications Commisisions 6. The Coordinate Board shall aid in coordinating the aims and activities of the organizations recognized by the S.G.A. 7. The members of the Co ordinate Board shall be: a. The vice^residont of the S.G.A. b. The president of all or ganizations recognized by the S.G.A. 8. The president shall estab lish such committeete as he deems necessary to carry out the program of the Associa tion. Among them shall be the Orientation Committee. 9. A meeting of the Board of Commissioners shall be called by the president at least once a week. Article VIII. Legislative Agency 1. The Senate shall be tlie the legislative agency of the Association. 2. The members of the Sen ate shall be: a. The vice-president of the S.G.A. b. Tlie presidents of the class es. c. Two members selected from each dormitory on campus. d. Two day students, elected by the day students, and one member for every 65 day students over 125. e. The Director of Student Life 3. The Senate shall elect a secretary who may not be a participating member of the Senate. 4. The vice-president of the S.G.A. ishall be president of the Senate. 5. The Senate shall estab lish such committees ais it deems necessary to investi gate, review, or carry out matters of senate concern. Among them shall be the Constitution Committee. 6. The Senate shall meet at least once a week. A special meeting may be called by the president of the sonate or by any 3 membens of the senate. 7. A quorum shall be a 2/3 majority of aU, voting mem bers. 8. The Senate shall consist of no more than 23 voting members. Article IX. Judiciary Agency 1.
