And often that's when he's captured. An accident has a similar char acteristic. It'll come back to strike again and again unless someone puts it out of circulation for good. An uncorrected hazard, when it isn't routed out and eliminated, is a killer at large--just as dangerous as any criminal with a knife or gun. When you spot any hazard or potential accident situation, correct it if you can; and, if you can't, report it immediately.
