Polling places will be located in Room 3031 of the Medical Center and in Room OIA of the Union Building on the West Campus and in the hallway of the East Duke Building on the East Campus. Polls will be open from 6 a.m. to 6 p.m. on Tuesday, October 15. Nonacademic em ployes will be released from work to vote during regular working hours. Nomination petitions of nonacademic employes seeking election as represen tatives on the council were due Sept ember 20. A list of eligible candidates for the election will be circulated next week. Those candidates receiving the highest number of votes shall be declared elected, provided they have received a simple majority of the votes cast. Remaining seats in each voting unit for which no candidate has a majority will be decided by a run-off election October 22. No more than one person from any department may be elected regardless of the candidate's vote total. However, any department which has 25 per cent or more of the eligible voters in its voting unit may have two persons elected and any department with 50 per cent or more of the eligible voters may have three representatives. Employes selected for the council will hold meetings during regular working hours. The first meeting will convene as Public Relations Office Box 3354 Duke University Medical Center Durhann, North Carolina 27706 soon as possible after the run-off election ballots are counted. The purposes of the council, as de fined in a memorandum from the Univ ersity administration to nonacademic em ployes, include the following: 1. to afford nonacademic regular full time employes (other than supervisory employes) the opportunity, through e- lected representatives, to provide an open forum for employe discussion and re commendations 2. to receive individual employe sug gestions for review and debate, with resultant recommendations 3. to select faculty members to sit as members of the Duke University Em ploye Relations Advisory Committee and to propose a list of five additional fac ulty members from which the admin istration will select one to sit as a mem ber of DUERAC 4. to appoint, from time to time, such study groups as it feels appropriate 5. to express themselves as groups on matters relating to their working con ditions DUERAC has been established as a mediation committee for matters where the administration and the Employes' Council have failed to reach agreement. The committee will review issues and make recommendations if necessary. The recommendations will become effective unless vetoed by the president of the university within 30 days. DUERAC will consist of five mem bers, two chosen by the Employes' Coun cil, two by the University administration and one by mutual consent.
