Page 2 The Pendulum April 5, 1979 Complaints case A recent Supreme Court decision may have a benficial effect on the Elon student body and the residents of the surrounding area. The decision being referred to here is the one regarding the random stopping of cars by police. The has been declared unconstitutional by the Supreme Court. Many students have complained in the past that they have been stopped for no reason, “harrassed,” and treated like criminals by the area police, According the the Court, this activity must cease. Poiics must show valid reason for stopping any vehicle, though roadblocks stopping all traffic are still legal. Students complained about the activity a great deal last year, but this year only two such incidents were noted by the Pendulum . Perhaps it has been the influence of Chief Mitcham that has altered this back police attitude toward students. At any rate, our situation has improved enormously lately. “Up with People” The Pendulum staff would like to take this opportunity to praise the group “Up with People,” and to ask the residents of this area to take one member of the cast into their homes for two nights next week, April 11 andl2. We feel that this would not only be a charitable act on the part of the host family, but a beneficial experience for both guest and host as well. “Up with People’s” main goal is to promote understand ing between different peoples, and there is no better means to this end than to meet some person from another culture face to face. Your responsibility As many Elon students know, SGA elections are just around the corner. the Pendulum staff urges the student body to give serious attention to the candidates for each job and then to make a decision based on logic, not on “Who looks best,” or “Who knows whom.” Furthermore, after the votes have been counted and tiie officers named, we urge that the students make an effort to take part whenever possible in SGA-sponsored activities, instead of the present apathetic student outlook that has been Elon’s hallmark for the past several years. An active student body backing up their SGA can accomplish quite a lot. It is the responsibility of the SGA to create legislation that reflects student opinion and wish. Without student input, the elected officers ofthe SGA will be moving in a vacuum of their constituents’ making. Unless the students of Elon want the SGA to wither away, they should support it now. We reserve the right to edit for length and to avoil libel. A dream come true Dear Editor; As -a senator I would like to comment on a bill that came through the senate last month for the B.C. S. The SGA would like to help any organization that has a good cause and has made a real effort to make ends meet on their own. But whern an organization asks the SGA to pay all their bills for Black History Month as did the B.C.S., the SGA had to find reasons that would warrant absorbing the full cost for Black History Month. Black History Month comes every year so I don’t believe it snuck up without notice. With fund raisers starting in September they could have earned the $1000 needed for B.H.M. Most organizations have dues paid each year by members of their organiza tion which go as high as $100 a semqster. The B.C.S. start ed collecting dues this spring of $5 a member per semester. It would be a dream come true for any oganization to know they have no financial responsibility for themselves but the SGA cannot afford to run that way. I believe the B.C.S., with proper planning, could be almost 100*7o self-supporting and not be in the situation again of their whole program being depen dent of SGA funds. I was looking forward to the events of Black History Month after B.C.S. Presidnt Vivian Miller came to the senate and presented the pro gram, yet I never heard anything else about it until after it was all over and we received the bills. I feel that if it was truly meant for “every member of our college family” then there should have been much more pub licity to the students outside the B.C.S. I am in no way questioning the cause or intentions of the B.C.S. They have added a lot to our college but in the process of putting the blame for their financial problems on the SGA they overlooked the fact that the SGA must deal with all organizatins equally and all should feel a personal responsibility and committment to become fin ancially independent. If any one got shafted at Elon College they shafted them selves. Jack P. LoCicero Windshield paid for Dear Editor, A collection was taken up from the men’s dorms on campus last week for the purpose of paying for a windshield broken by college students. The owner of the vehicle works at the Elon College Children’s Home. We hope this contribution helps to replace this man’s windshield. The contribution totaled $31.00. Guy Grinnalds Resident Counselor of Brannock Dorm Senate, president act responsibly Dear Editor, I am writing this letter in reference to the letter written by Vivian Miller, President of the Black Cultural Society, in the last issue of the Pen dulum. First of all, I think it should be understood by not only the BCS, but also the students, campus organiza tions and clubs, that until a bill has, been passed by the Senae, and signed or vetoed by the President, that bill is not official or passed. The President of the SGA has a very demanding and time-consuming job, and therefore is not a President responsible for letting organ izations and clubs know of bills passed concerning them. This obviously should be the resposiblility of the organiza tion chairman or president. If the organization is gomg to spend money, they should first find out the final and official standing on the bill. I think this is the only ethically right thing to do and expendi ture of funds you do not have is not a very proper business, practice and is inexcusable. Another point I wish to elaborate on is that of the reason Ms. Moser, SGA Pre- sidnet, vetoed the bill con cerning the allocation of funds for the BCS. I am sure many individuals feel there are biased feelings about the bill being vetoed because the SGA President has very sel- domly vetoed bills. However it should be realized that funds to allocate the money. I am not here to defent Ms. Moser and her decisions, but I feel they were made in the best interest of all concerned. 1 hope that future incidents of this kind will not occur again. I also hope there are no harsh feelings between the BCS, the Senate, and Ms. Moser. As for myself, 1 believe the Senate and the SGA President acted respon sibly and properly in tto instance, and all concerned should realize this. David M. Pinson Senator-SGA
