David Arant, an Elon College instructor who teaches a course in Politics in Mass Media, predicted that Helms would win the election. "Helms had the support of the older traditional North Carolina citizens who have very conservative values. Many of these people are just not going to vote for a black person," Arant said. Arant said Helms gained a number of voters on the race issue. "He portrayed Gantt as being a supporter of the 1990 Civil Rights Act. Helms callcd this act a quota bill, an action that would have forced companies to come up with minority hiring quotas. These fears prompted some ycung white men to vote for Helms," Arant said. Dr. Chalmers Brumbaugh, a political science professor at Elon, said, "Helms won because he was able to maintain the reservoir of the population that has supported Nutrition him for 18 years. He went into the rural areas of North Carolina and urged his followers to get out and vole. Helms centered his advertising campaign around the idea of making his traditional followers mad and giving them more incentive to vote." All of Helms' election campaigns have been decided by narrow margins. His ranges of victory vary from obtaining 52 percent of the voles in the past two elections to obtaining 55 percent of the votes in 1978. According to Brumbaugh, 55 percent of the total vote has been considered the break even point for determining landslide victories. Brumbaugh fell there was not much Gantt could have done to change the outcome of the race. "Gantt ran a fine race. I do not think there would need to be any major shifts in strategy. Maybe he could have mixed his personal biography with the issues. This would mean giving more reasons for why he supported particular causes.
