A record 1,007 students came
out to vote in the Student Govern
ment Association elections last
Tuesday and Wednesday.
Their votes failed to produce
winners for the Executive Board.
“It’s the biggest number (of
voters) in very long time,” said
Barb Carlton, SGA adviser.
Last year, 925 students voted
compared to 750 in 1994.
Even with the large amount of
votes this year, no one won the
president or vice president posi
tions.
Run-offs for president and vice
president are scheduled March 12
in McKinnon Hall from 9 a.m. to 5
p.m.
Ward Culver and Brandon
Scruggs will run against each other
one more time for president. The
run-off for vice president will be
between Matt Belardi and Jennifer
Pippin.
“I was disappointed that I
didn’t win,” Scruggs said. “I was
very glad I got in (run-offs) and
have a chance.”
Culver received 363 votes and
Scruggs received 329.
Belardi received 234 votes and
Pippin received 382.
“I thought I would have the
most votes of all four candidates,”
Belardi said. “But I thought there
would be a run-off between me and
whoever."
In order to win a position, the
candidate must win by majority.
Majority is half of the number of
people who voted plus one. If no
candidate wins by majority, a run
off will be held between the candi
dates with the most votes.
Stacey Draper is the executive
treasurer and Kelli Palmer is the
executive secretary.

Alleged peeping Tom exposed

A Gibsonville man, who was
accused of exposing himself on
Elon’s campus twice this year, was
arrested Feb. 29 for those crimes,
Elon College police said.
William Randolph Capes, 29,
of 308 Broad St., Gibsonville, was
arrested on two counts of indecent
exposure and one count of a peep
ing Tom offense.
Capes was accused of exposing
himself Sept. 21, near Jordan Cen
ter and Feb. 19, at the campus ten
nis courts. The peeping Tom
offense comes from Capes peeping
into a window at the Phi Mu House
on Feb. 21.
The suspect was spotted by a
student near Smith and Carolina
dorms on Feb. 27. Elon College
police had past victims identify
Capes in a lineup. He was officially
charged with the crimes two days
later.
Bill Allen, campus security of
ficer, said that Capes was wearing
the same red flannel shirt during
every offense.
He was placed under a $900
secured bond for his appearance
March 25 in Alamance County
District Court.

Organizations propose plans for next year's budget

The Student Government As
sociation budget hearings began
Mon. March 4 in the Stovall Con
ference Room. They continued
on March 5 and will be completed
on March 8 and March 11.
Each student organization
who wishes to receive funds from
SGA was required to submit 10
copies of their proposed budget by
March 1 and are required to attend
a hearing.
Each hearing is ten minutes
long. The organization has the first
five minutes to propose and ex
plain their budget. The budget
committee asks questions about the
proposed budget plan for the re
maining time.
The committee will inform all
organizations of the money they
will receive from SGA after spring
break. The organizations will be
notified through their organiza
tional mailbox in Moseley 221.
