Managing Editor Elon College is currently go ing through the steps of converting to a fully-armed police force, which could be in place by Sept. 1, said Elon Security Director Charles Cantos. Approval of the plan must still come from the school and the state district attorney’s office. Cantos hopes the department will pass an inspection by the district attorney’s office, which will take place sometime early in the fall. The biggest advantage of the new system is the ability to deal with non-students, Cantos said. “(The increased violence) highlights the fact that we are get ting outside influences of a crimi nal element,” Cantos said. “And we have to be prepared. This is one way to deal with it.” The new system would give campus police the ability to handle more cases on their own. During the arrest of flasher William Randolph Capes, 29, 308 Broad St., Cibsonville, Cantos said he could only “keep the suspect busy,” until town police arrived. Capes could have left at any time. Under the old system, if Cantos had made an attempt to force Capes to stay in one place, Cantos could have been charged with a crime. When the new system begins, a campus security officer can make an arrest on a non-student. This new policy will allow for quicker response time, give more time for accident investigation on campus and give officers more re sources during campus events and parties. Cantos said. Cantos also said that officers will not carry weapons during rou tine patrols around campus. Additional training will be re quired by officers. The state requires several hun dred hours of basic law enforce ment training, a background inves tigation, drug screening, a psycho logical test and a written exam that deals with the rights of officers on a college campus. The college requires several other forms of training, which in cludes a communications test, a physical training test, process of arrest training and a campus police procedures test. Smith Flasher victims urged to come forward Jeff Wirick Asst. Managing Editor A 23 year-old Creensboro man was arrested early Saturday morn ing. Three separate groups of stu dents reported to campus security that a man was displaying inappro priate sexual behaviors in the Jor dan Center parking lot and on Lee Street. James Brian Sutton, 1019 Scott Hall, Creensboro, was ar rested and charged with five counts of indecent exposure. The North Carolina A&T University student reportedly exposed himself three separate times to local residents. “At first, I thought it was a fraternity brother playing a joke,” said a victim who asked to remain anonymous. “I wasn't scared, but definitely disgusted.” Sutton was arrested Saturday at 2:59 a.m. and has a scheduled court date of April 29. He secured a $500 bond Saturday morning.
