UNC PRESIDENT
C. D. SPANGLER, Jr.
LAYS THE LAW
By Roger A. Harris
On January 16,1995, in the sec
ond floor conference room of the
Charles W. Chestnutt Library, Uni
versity of North Carohna President
C. D. Spangler officially charged
the FSU Chancellor Search Com
mittee with their duties and respon
sibilities. In what can only be de
scribed as a “real-life” demonstra
tion in the proper manner, control,
and exercise of diplomacy, power,
and influence, Mr. Spangler made
it very clear to all attending the
meeting exactly what was to be
expected from and by the search
committee. Mr. Spangler, a man of
understated honor, grace, humor,
and humility, is very capable of
outlining those duties and respon

FSU WELCOMES INTERIM CHANCELLOR
DR. DONNA BENSON
By Roger Harris
Critical situations call for people
who can handle tough situations and
still deliver positive results. Chan
cellor Lloyd “Vic” Hackley’s sud
den departure from FSU created
such a situation; one that would re
quire the talents and expertise of a
proven administrator and manager
to keep in check until a suitable re
placement could be found. Univer
sity of North Carolina President C.
D. Spangler didn’t hesitate in choos
ing Dr. Donna Benson to lead FSU
as interim chancellor for just that
reason. He stated “During difficult
times, she has demonstrated the in
tegrity, sound judgment, and energy
required of a chancellor, and I am
grateful that she has agreed to ac
cept this important assignment.”
Dr. Benson is very familiar with
FSU, its outstanding progress dur-
Interim Chancellor Dr. Donna Benson
The New Chancellor of Fayetteville State University -Leadership Qualities-
By Dr. Linda Barlow
Ethical Leadership
The new Chancellor should be
personally and professionally ethi
cal, a person of proven honesty and
trustworthiness in dealing with uni
versity faculty, colleagues, staff,
and students; a person who is aca
demically credible and devoted to
the maintenance of high academic
standards; a person recognized as
a creative thinker, a scholar and/or
teacher, both by precept and ex
ample; and a person of uncompro
mising personal and professional
integrity in dealing with university
students, faculty, staff, and with the
wider communities associated with
the university.
This leader should be highly re
spected professionally by peers,
faculty, staff, administrators, col
leagues, and students who have
known him or her in previous ad
ministrative, faculty, or leadership
positions. The candidate should be
acknowledged widely as one who
provides academic and ethical lead
ership by personal example and by
inspiration, not by engendering fear
and engaging in professional and
personal intimidation or other inef
fective and inappropriate means of
administrative leadership.
This leader should have a repu
tation for irreproachable personal
and professional ethics and aca
demic integrity and for being un
willing to compromise those aca
demic standards and ethics for the
sake of personal expediency and
gain, public relations, or public im
age.
The new Chancellor should also
be fair and impartial, judging and
evaluating all university persormel
and students by recognized and ob
jective standards of merit and qual
ity. This Chancellor should concen
trate on leading the university for
the greater good of its constituents
— academically, educationally, and
economically — and must not be
solely guided by subjective and po
litically expedient considerations.
Academic Leadership
The new Chancellor of
Fayetteville State University should
be highly qualified professionally
and educationally to assume bold
academic leadership of the univer
sity as it faces the academic and
technological challenges of the
coming years.
This leader must be willing to
listen carefully to the opinions and
advice of a highly diverse univer
sity community of faculty, staff, and
students and must have the courage
to act expeditiously upon good ad
vice, encouraging and fostering any
necess^ and logical academic and
policy irmovations for the good of
a historically unique university.
