Many people have inquired about its history: Registration continued from page 6 ed and desired in the senior year. These are to be turned in to the Registrar’s Office. Registration for physical ed ucation will be made for both the 5-week and 8-week periods of the spring term. The two spe cific physical education activities must be listed on the prelimi nary registration card, and class cards for both must be signed. Please remember that the Re gistrar’s Office may have to make some changes in the sche dule before the spring term be gins. Should your choice of sub jects be changed after registra tion, you should notify Miss Simpson. Changes on February 5 will be possible if schedule and size of sections will permit. Sophomores who anticipate completing a teaching certificate must look ahead to the Block Program which will be scheduled for the fall term of 1974-75. This means a careful check with your adviser in order to assure completion of the major and other requirements, as well as the teaching certificate. Ithaca, N.Y. - (I.P.) - Ithaca College has adopted a new judi cial code this year under which all community members - stu dents, faculty, staff and admin istrators - are bound by the same mles and regulations. Two years in the works, the new code was presented to all segments of the community at various stages for examination, suggestions and approval. It is part of an evolving governance structure under which faculty, students and staff will each have their own councils and all will be represented on the College wide Community council. Presi dent Ellis L. Phillips Jr. pointed out that the Judical Code repre sents a delegation of substantial power to the College community from the Board of Trustees and the President. It is an unusual document in that college judical codes tra ditionally have been standards of behavior under which only students are required to live. This code binds all members into one community which shares rights, responsibilities and a ju dicial process. The 30-page document out lines the responsibilities of mem bers of the College community above and beyond their employ ment, academic, financial, group membership, or civic responsibil ities. It further sets forth the rights of community members to fair and equitable judicial procedures and to a specified range of penalties that apply to violations of campus regulations. The document states: The spirit of mutual respect and re gard for others which is the foundation of the Code cannot be legislated, but this spirit, more than any other factor, is basic to the effective and hu mane functioning of the Ithaca College community. In setting up a judicial system, the Code provides for a 28-mem ber Judicial Board with seven members elected respectively by the students, faculty, administra tion and staff to serve one year terms. The actual hearing board for each case will consist of five members selected randomly from the 28-member Board. The make-up of each hearing board is dependent upon the constitu ency of the defendant. The President appoints a dicial Administrator, in consul tation with the Executive Board of the Student College and the Executive Committee of the Col lege Faculty Council. Fie also ap points a Deputy Judicial Admin istrator. Records of hearing pro ceedings are kept by tape record ing. All tapes are to be erased upon completion of any appeal or expiration of the appeal time limit. Hearings are public unless a request for private hearing is made by the defendant. The Code evolved out of two years of open discussions. A temporary platform of common agreement - the Statement of Rights and Responsibilities - was adopted in 1970. Under this original system, 48 cases were heard last year. The Code represents a translation and re organization of the informal pro gram into an everyday working document. David Knowlton, the new Deputy Judicial Administrator who worked closely on the docu ment last year, emphasizes: “This is an amateur system. We are not a group of Perry Masons. We are merely a group of people that believe a community can have certain guidelines and can hold people accountable to these. This has a long tradition in higher education.” Ju- Students may confer with Dean Hixson concerning change of major or other problem. She will have the necessary change of major approval card.
