Eight Participate in Student Legislature Senior Art Student Joins Mademoiselle College Board ByJOYO’BERRY North Carolina State Student Legislature will hold its thirty*first annual session in the Hotel Sir Wal> ter and in the Raleigh Memorial ■ lAudStorium March 6-9. ^ For four days eight Meredith girls will participate in activities includ- j ing a reception at Chancellor Cald- well's home, discussion and pass- I age or veto of over thirty bills from I various schools, election of officers, and an address by gubernatorial hopeful James Gardner. This year’s representatives in clude Carolyn Halyburton, Susan Hout, Barbara Wall, and Carolyn SparlU, delegates to the House. Ann Crockett, Kay Kennemur, Kate • Huggins, and Ann Henry will serve as senators. Also, Ann Crockctt will head the awards committee whose responsibility is to select the best delegation and the best speakers. Attending State Student Legisla ture is a time consuming project, ' and the initial task is formulating a bill. All those interested in SSL meet and suggest contemporary top ics that could be developed into a bill. Ideas for those bills come from various places —• a teacher’s com- /ment in the classroom, editorial page of newspapers, mdependent . reading, or proposed bills before North Carolina legislature. According to Ann Crockett, chairman of the delegates, the idea for this year’s bill came by acci dent when the Phis and Astros helped needy families for their Thanksgiving project. They noticed that many of these homes had il legitimate children. Contact with the welfare department revealed that they too were concerncd with this problem. Present laws allow welfare de partments to give birth control pills to an unmarried gjrl only after she has had one ille^timate child. The bill by MerediUi proposes that birth control pills be given to married or unmarried people on welfare free of charge to prevent the procreation of illegitimate children. This bill would safeguard the state govern ment against having to support these people and reduce the number of ille^timate children faced with so cial problems. After establishing the bill they will sponsor, the committee must re search its pros and cons and sub mit the bill to the secretary of SSL for approval. If it is approved, three hundred copies of the bill are made and sent to other participating col leges, who in return, send their bills to the Meredith delegation. These bills are discussed and researched thoroughly so that the delegates can vote intelligently on the issue. The advantages offered to partici pants are diverse. Senior Ann Crockctt states that “political science courses teach the theory of preparing a bill, but the SSL gives actual experience and understanding of the theory.” She adds that the Ic^slative actions pro vide practice in strict parliamentary procedure. The Meredith Student Legislature was affiliated with North Carolina State until 1964 when it became independent. Since that time, every bill proposed by the Meredith group has passed successfully. However, Chairman Crockett concludes, “It really doesn’t matter whether the bill wins or loses; the reward is in a good presentation and in the re spect which it gains for the college.” MademoiseUe Magazine has a program for college students to gain experience in publishing. This year Meredith College will be repre sented on the Mademoiselle College Board by DeeDee Carroll McKen zie. Each College Board member will have an opportunity to contribute to Mademoiselle and help the maga zine keep abreast of campus trends. College Board members report regu larly to MademoiseUe on events at their colleges, and help Made moiseUe fashion editors sclccl mod els for college fashion features. The Board is composed of some 1,000 winners of the magazine’s an nual nationwide College Board Com petition, a contest designed to rccog- nizc young women with talent in art, writing, editing, photography, layout, fashion design, merchandis ing, retail promotion or advertising. Board members are selected on the basis of entries they submit showing ability in one of these fields. Each girl will remain on the Col lege Board until she graduates. During this time, she will accumu late a professional portfolio of work submitted to MademoiseUe which may help her in finding a job ^ter graduation. This is DeeDee’s second year on the board.
