Mexican support for Cuban foreign policy extends beyond Its active sympathy for the Nicaraguan revolution. In a country where all political parties left of the ruling Institutional Revolutiona^ Party (PRI) are unofficially suppressed (most notably the Mexican Communist Party), a coalition of exiled Salvadoran leftists has been allowed to form to support the continuing revolution in El Salvador. The Mexican government has evinced its sympathies by allowing a demonstration of 25,000 people to parade past the U.S. Embassy in Mexico City in January, 1981, to protest American involvement in El Salvador. At that moment, the guerillas in El Salvador were launching their failed “final offensive” against the Duarte government, and the arms deliveries from the Cubans via Nicaragua were at their highest. This coalition of Salvadoran exiles lists as the first step in achieving a political sohition to the civil war in El Salvador the “withdrawal of all U.S. military aid to the civilian- military junta...” Mexico incurred the wrath of nine Central American nations, including Venezuela, who charged that (I1.S0 MINIMUM) GOOD ONLY AFTER 2 P.M. Cuba’s successful intimidation of Mexico will continue, however, so long as it is able to export revolution throughout the Central American basin. The efforts of Cuban policy are being felt today in El Salvador, Guatemala, Honduras and Costa Rica.
