April 25, 1963 THE TWIQ Page 3 Grubbs attend International Relations conference During April 6*7, Dr.’s Frank and Carolyr^ Grubbs attended the “National For^gn Policy Conference for Professors of International Relations” at the Department of State, Washington, D.C. The purpose of this Conference was to familiarize college professors with American foreign policy. Two d^s of intensive meetings with some thirteen State Department spedailsts, ending with a reception in Ihe nplbmatlc Rec^lon Rooms, comprised the Conference. Some of the points made by the Department personn^ were: Fonign Policy Planning: As a result of congressional budget cuts, the State Department Is woiMng with far less resources In protecting American interns. TTte U.S. Is also failing to put enough money Into the in ternational Monltwy Fund and world banks. The State Department Is t)dng hampered in carrying out Its role the isolationist mood of Congress and the American people. Soviet Policy: The S^t Union Is an aggressive nation and poses a real threat to the United States despite current Isolationist sympathies In the U.S. It Is not as important why the Soviets are aggressive as what they are doing against American in terests. The Soviets changed their policy during the early ISeCs from an Ideological stmggle vis-a-vis the U.S. to spreading out their miiltay forces near vital International trade routes supplying the U.S. with oil and minerals. Soviet agitation in the Near East, Horn of Africa, South Africa, Angola, Southeast Asia, and the Carribbean are examples of this strategy. Iran-^raq: The iranian-iraq War is now counter-productive for both nations. The Iranian Revolution has Ijeen consolidated for years to come. There will tie little change in U.S.-Iranian relations for a long time. Central America: Nicaragua is now a Marxist nation. Constant com munications exist between Nicaragua, Cuba, and the Soviet Union. Nicaragua hopes to^upport left-w^ng revolutions In El S^vador and Honduras by supplying Sovlet-Cuban ar maments. Soviet policy in Central America ^parentiy Is designed to encircle the U.S. to the south with Marxist governments and possible military bases. The Arms Talks: The U.S. has advanced some significant dlsamwnent proposals to the Soviets (several in secret). All have been rejected because the Soviets are waiting io see If the pacifist movements in Western Europe and the U.S. succeed in forcing the U.S. not to deploy its Perking M’s In Western Europe. If we hold firm, the Soviets will probably negotiate an agreement prior to the Pershing' li deployment date. Asia: Soviet forces are now predominant in North Asia and in SouthecBt Asia after the U.S. withdrawal from Vietnam. It is essential Japan increase ' its defense spending to protect the northern trade routes. Near East: No agreement can be reached. without Israel’s security ne^s being met. TTw PLO will have to agree to this condition, yet, Israel is making an agreement very difficult due to her west banic movement. Careers; The Foreign Sen,ice is seeking women, especially. The .
