A Meredith alumna and
an assistant professor at
Meredith College, Patricia
Willoughby has been
appointed by Governor
Easley as Superintendent
of the Department of
Public Instruction. Easley
announced on August
30th the appointment of
Willoughby. Superior Court
Judge D. Stephens officially
swore in Willoughby at the
State Capitol on September
17,2004.
A press release from
the North Carolina Public
Schoolsreports, "State Board
of Education Chairman
Howard Lee responded to
the announcement by saying
that he and the other Board
members were delighted
to have 'one of their own’
selected to lead the state's

According to a report
by the Planned Parenthood
Federation of America Inc.,
a Nebraska Federal District
Court judge struck down the
'Partial-Birth Abortion Ban
Act, signed by President
Bush last year. This rul
ing is the third time courts
have ruled against Attorney
General John Ashcroft, pro
ponent of the act. In the
most recent case. Center
for Reproductive Rights v.

Willoughby's framed
oath of office certificate was
recently sent over from the
govemor'soffice. Willoughby
states, "The governor has
asked me to focus on three
areas: teacher recruitment
and retention, restructuring
of the high schools in North
Carolina, and the Leandro
court decision."
According to the 2001-
2002 facts and figures from
the Department of Public
Instruction, "the teacher's
salary in North Carolina
ranks 19th in die nation.
The average salary for
North Carolina's teachers is
$42,680; the average salary
for teachers in the United
States is S44, 683."
The 2002 North Carolina
schools facts and figures
reports that on the SAT,
"students in North Carolina
scored 493 on the verbal
and 505 on the math; for
the United States, the report
shows that the 2002 SAT
performance scores were 504
for the verbal and 516 for the
math." In the Leandro court
proceedings, Willoughby
will be working with low
wealth schools districts.
