Changes to PKS
Board of Commissioners
Commissioner John Brodman announced his plans at the January 9 Board of
Commissioners meeting to step down from the board, effective January 31. He
and his wife, Sylvia, have put their home on the market and are planning to move
out of the area. Commissioner Brodman has served as a commissioner since
2013, and before that was a valued member of the Pine Knoll Shores Parks and
Recreation Committee (PARC). As commissioner, he served as liaison to The
Shoreline, contributing informative and interesting articles, and to PARC, attending
committee meetings and playing an integral role in helping to prepare for events
like the annual Turkey Trot and Pickleball Tournament. John has helped organize
many other town-wide events over the years, and he and Sylvia will be missed.
Many of you know may know Alicia Durham. She ran in our last election and
tied Commissioner Larry Corsello. After a
recount, they were still tied. Pursuant to NC
General Statute 163-292(3), the winner was
determined by the Board of Elections by
lot—in this case drawing one of the names.

Ms. Durham was introduced at the
January board meeting by Mayor Jones, who
explained that, with the close election, she
was the natural choice to fill Commissioner
Brodman’s term (ending in 2021). The
board will hold a vote on the first day of the
commissioners’ two-day retreat on February
7-8 at the Trinity Center, and Ms. Durham
will be sworn in as the first item of business at
10 a.m. We hope you will be able to attend.

New Procedures for PKS
Reentry Pass Permitting

You may have seen the email or our Facebook post about the change to our
hurricane reentry pass program. Effective immediately, hurricane reentry passes for
Pine Knoll Shores will be issued from December 1 through May 31 only. Reentry
passes will be issued at other times only for new homeowners or new renters.
Experience has shown that public safety personnel spend an inordinate amount of
time issuing passes as hurricanes are approaching
Hurricane reentry passes are to allow residents to enter Pine Knoll Shores
directly after the hurricane is over. Hurricane Florence was the most devastating
hurricane to hit our area in decades. Despite the devastating impacts of the storm,
we only required reentry passes for two days. I say this only to dispel the myth
that you will need a reentry pass to get back into Pine Knoll Shores weeks after a
hurricane.
A way to improve reentry pass procedures was a major topic of discussion at our
Hurricane Florence after-action meeting back in December. Before this change,
residents could get a reentry pass 365 days a year. Despite being able to get a pass all
year, it always seemed that the majority of passes were issued when hurricanes were
off our coast and a few days from landfall.
When a hurricane is forecast to make landfall in North Carolina, our staff
begins a monumental preparation process. This is not just limited to the Police and
Fire Departments, but it is a town-wide effort. The Public Services Department
is securing their equipment, ensuring all of our generators are working and fully
fueled, pre-staging emergency water pumps, and pre-pumping water levels down to
accommodate the expected additional rainfall. The building inspector goes to every
construction site in Pine Knoll Shores and ensures the contractors have secured
their work sites to limit the amount of debris that can get blown around. The town
manager and mayor are coordinating with neighboring municipalities, county
officials and the local weather service to make sure we have the most up-to-date
information. The fire chief and I are attending emergency management meetings,
coordinating evacuations for medically fragile residents, scheduling additional
employees to work, purchasing large amounts of groceries to feed our public safety
employees, making sure our hotels close and evacuate the guests, preparing the
public safety building for the storm, setting up our Emergency Operations Center,
and making sure all of our equipment is in working order. We are doing all of this
while also making sure our families and homes are prepared to weather the storm.
