We are past the autumnal equinox, and the weather has finally cooled a bit. Except for the weekend bump in visitors, the traffic has died down, and tranquility has returned to the beaches and marinas. While many of us are savoring the lull before the November and December holidays, the Pine KnoU Association (PKA) board is looking ahead to the 2021 season and what we need to do to get ready for next year. Repairs and upgrades are being planned to our parks, marinas and waterways. Boat slip leases and kayak rack rental agreements are being readied for mailing. Soon we will be recruiting volunteers as park captains and for sittum duty at Ocean Park. Also, by now many of you have heard that we have been working on an update to both our homeowner association restrictive covenants and our bylaws. We started reviewing both documents in early 2019 so that we would be ready for our three- year update cycle in 2020. The planned changes were minor, and both documents roots date back 39 years ago when the last major rewrite occurred. Back then, the documents filled the bill as the basis for managing our association and maintaining the quaintness of our corner of Pine Knoll Shores. But time has taken its toll as minor revisions were sporadically made to both, and the documents have not kept pace with legal and other regulatory requirements on how community homeowner associations function. When we sent our changes to the PKA attorney for a legal review, the recommendation was to bring both our covenants and bylaws into compliance with the NC Planned Community Act and the NC Nonprofit Corporation Act. After significant discussion, the PKA board agreed that it made sense to bring our documents into compliance so that we can move forward into the next decades. When we received the updated documents from our legal counsel, our first reaction was to wonder what we had gotten ourselves into. But as we read deeper into both documents, comparing the new to the old, it became apparent to us that many of the updates were long overdue. Within each document, ambiguities are gone and responsibilities are better defined. By the time you are reading this, those who are PKA homeowners should have received a package in their mailboxes with the new proposed covenants and bylaws documents and the proxy ballot. They are asked to give it careful thought and return the ballots so that votes can be validated and counted. Ballots may be marled, dropped off or scanned and emailed to PKA as noted below. Deadline for receiving ballots is November 13 at 5 p.m., and the results of the vote will be presented at a special members Zoom meeting to be held on Friday, November 13, at 6 p.m. Details on the meeting link will be on the PKA website.
