Strategic Planning Committee (Continued from page 1) FISCAL PLANNING; MANAGE FINANCIAL RESOURCES TO PROVIDE FOR SUFFICIENCY, BUT ALSO ENCOURAGE PRUDENCE IN THE USE OF FUNDS AND EFFICIENCY IN EVERYDAY ACTIVITY • Objective I: Responsibly steward the Town’s financial resources, including economies of scale, cost of service, and tax control (while providing service excellence) • Objective 2: Be vigilant regarding fiscal impacts of changes in county, state, and federal budgets, and regulations. INFRASTRUCTURE: IMPROVE AND MAINTAIN MUNICIPAL PROPERTY AND SUPPORT SERVICES • Objective 1: Provide safe and well-maintained public streets and pedestrian walkways • Objective 2; Maintain professional, safe and functional public facilities • Objective 3: Investigate and apply modern technology to streamline processes on a cost/benefit basis in Town functions. PUBLIC SAFETY AND DISASTER PLANNING: CREATE AND MAINTAIN A SAFE COMMUNITY • Objective 1: Obtain and maintain fully certified/accredited public safety staff and areas of service • Objective 2: Prepare for and be ready to react to natural and manmade disasters • Objective 3: Create and maintain efficient and effective police, firefighting and EMS capability through preventive methods, outreach, community presence* • Objective 4: Increase Public Safety Department’s community presence and communicate with all Citizens. NATURAL RESOURCES MANAGEMENT: BEAGH PRESERVATION - MAINTAIN OUR BEAGH PROFILE AND STRENGTHEN OUR FRONTAL DUNE SYSTEM IN A FISGALLY AND ENVIRONMENTALLY RESPONSIBLE WAY • Objective I: Maintain sand levels and related activities in accordance with triggers outlined in the Bogue Banks Master Plan to remain eligible for FEMA Storm Loss Mitigation • Objective 2: Continually update and follow a Plan to maintain/strengthen the frontal dune system • Objective 3: Manage the number of ocean-front nonconforming structures in PKS • Objective 4: Understand and prepare for the potential impacts from sea level rise and climate change. NATURAL RESOURCES MANAGEMENT: ENVIRONMENT/NATURAL RESOURGES - MAINTAIN AND IMPROVE ALL ASPECTS OF THE TOWN’S NATURAL ENVIRONMENT • Objective I: Limit adverse impacts while also encouraging responsible public use and enjoyment of the Town’s natural environment-including, but not limited to ocean beaches, maritime forests, dune complexes, sound-side wetlands and estuaries, and freshwater bodies. NATURAL RESOURCES MANAGEMENT: WATER RESOURCES MANAGEMENT - RESPONSIBLY STEWARD TOWN’S WATER RESOURCES • Objective 1: Effectively monitor, maintain, and provide guidance to ensure the protection of the Town’s surface water and groundwater resources • Objective 2: Maintain drinking water quality and quantity • Objective 3: Minimize stormwater flooding, nuisance flooding and other adverse surface water impacts. SENSE OF COMMUNITY: MAINTAIN A STRONG SENSE OF COMMUNITY • Objective 1: Increase Citizen engagement in the affairs of the town • Objective 2: Identify and balance unique needs of part-time residents and visitors with those of full-time residents • Objective 3: Optimize the use of telecommunications systems to engage citizens and augment information exchange between the Town staff. RESILIENCE: PROVIDE A HIGH LEVEL OF SURVIVABILITY AND SUSTAINABILITY OF RESIDENTIAL AND PUBLIC STRUCTURES, MAN-MADE INFRASTRUCTURE, AND NATURAL ENVIRONMENTAL INFRASTRUCTURE DUE TO SEVERE STORM OR OTHER NATURAL DISASTERS • Objective I: Utilize best practices for development and redevelopment on barrier islands which prevent susceptibility to known hazards such as flooding, saltwater intrusion, etc. • Objective 2: Ensure compliance with the State Resiliency Program and adopt evolving technologies and practices for resiliency planning • Objective 3: Enhance the sustainability of the Town’s man-made and natural environments. MANAGING GROWTH: MAINTAIN LAND USE PLANS AND REGULATIONS THAT REPRESENT BALANCED GROWTH WITHIN THE BARRIER ISLAND MARITIME FOREST SETTING • Objective I: Establish PKS’ preferences through Citizen engagement • Objective 2: Understand and plan for external development and redevelopment impacts on PKS properties • Objective 3: Emphasize uniqueness of PKS in development, redevelopment, and regional government forums. Once the Board of Commissioners approves the Strategic Plan, the full version of the plan (which includes background and process information) will be available on the town website for your review. It is our hope that the citizens of our town who have expertise or interest in one or more of the areas described in our plan will assist as volunteers working toward accomplishing these goals and objectives.
