Board of Commissioners Meeting (Continued from page 10) Fire Chief Jason Baker spoke on hurricane preparedness and encouraged resi dents to have a plan in place as to evacuation, including where and when to leave the island. In addition, he advised citizens who decide to stay to be sure to have an ample supply of medications on hand, enough water to last several days, non- perishable food and other needed items. Lieutenant Eric Tellefsen reported on several items for the Police Department. There were nine arrests in July for charges ranging from failure to wear a seat belt to assault on an officer. He stressed that the ocean rescues mentioned above had provided challenges but that all were met with professionalism and a good outcome. He reported that the July 5 beach cleanup, held in conjunction with the NC Aquarium, was a success with 40 volunteers in attendance. In addition, the police and fire departments held a Safety Day at the aquarium on July 27. Please see “PKS Police Bulletin” on page 3 for details on this event. Both patrol shifts of the department participated in county-wide active shooter training on July 25, and the department is continuing to enforce removal of personal items left overnight on the beach, with good compliance once items are tagged as violations. The department has inspected and registered 225 golf carts. Public Services Director Sonny Cunningham reported that new water meters were installed for three new-construction homes. The staff had some problems with mowers, but grass cutting has been continuing non-stop, with intersections being trimmed back for better visibility. Mosquito spraying is ongoing one night a week, and he also noted that collecting yard waste in smaller containers is helping to facilitate pickup. Town Clerk/Planning Administrator Charlie Rocci reported that the Plan Review Committee has met three times and reviewed 13 permit applications. The Carteret County Transportation Steering Committee held its initial meeting on August 10 and will continue to meet monthly for two years. The Pine Knoll Boulevard stormwater improvement group met with Sonny Cunningham and Bree Charro to develop a timeline for this project to be completed before April 2023. Building Inspector reports for the month of July included 15 building permits, (total value, $2,621,451), 14 mechanical permits, 11 electrical permits and two plumbing permits. The total value of all permits was $2,958,191. Twenty-one tree removal permits were issued, and 186 inspections were completed. There were no further public comments. Mayor Brodman ended the meeting to continue a closed session for personnel issues. The next regular board meeting will be held on September 14 at 6 p.m. at town hall. Keeping Up With the Clerk By Charles Rocci, Pine Knoll Shores Town Clerk Planning administration update The September issue of The Shoreline is one of my favorites of the whole year because I know that by the time this article comes out, Carolina football will be in full swing, my commute to Pine Knoll Shores will get lighter with each passing day, and we will start to see those evening temperatures drop to a more manageable level. On the topic of change, I am happy to share that I will be serving as the Planning Administrator in Pine Knoll Shores following the retirement of Kevin Reed. Before his departure, Kevin was very helpful in sharing crucial information about his job function and provided me with many tips to streamline this transition. I will adhere to much of his advice, but I am also interested in adding my own ideas to make this job role unique to me. Thoughts on my role and some of the new operations I will incorporate: Plan Review Committee. One of the most critical responsibilities of town planning is plan review. Anyone who has built in Pine Knoll Shores recently knows that the layout of the town is not by accident. Building plans go through thorough review to ensure new builds will meet size, stormwater, tree, and a laundry list of other requirements before getting the stamp of approval from the town. I have every intention of keeping this process rigorous to ensure the town continues to meet its design standard. It is difficult to emulate Kevins 33 years of planning experience, so my solution for the first few months is to lead a Plan Review Committee of experienced planners who will review plans together and certify all review comments and application approval through consensus opinion. In addition to me, the committee consists of a consultant from N-Focus Planning with a deep understanding of land use law in North Carolina and Bud Daniels and Michelle Powers, two Pine Knoll Shores residents and long-time Planning Board members who understand Pine Knoll Shores’ unique standards. Builders may have to deal with longer turnaround than they have been used to initially, but, over time, this process will be more streamlined. Boards and committees. I will serve as the staff lead for the Planning Board and Community Appearance Commission (CAC). The largest tasks for those groups are the CAC site visits and the Unified Development Ordinance. I hope to pick up where Kevin left off with those projects. I am still the clerk for both of those boards and the Board of Commissioners, so if you have questions about agendas and minutes, I will stiU be your point of contact. Police Chief Ryan Thompson has stepped up as the staff lead for the’Strategic Planning Committee and will handle questions for that committee. Code Enforcement. Code enforcement will be divided between Chief Thompson and me. Violations involving landscape permits will be handled by me, and other issues, most notably tree violations, will be handled by Chief Thompson. This .is subject to change in the future. Overall, I am very excited for this opportunity and look forward to serving the town internally through plan review and externally through involvement with countywide transportation planning.
