During ita meeting, the Board also Imposed a 60-day moratorlun on the issuance of
clearing, grading or building permits or subdivision approvals (A) in the area bounded
the west by the watemay, on the south by Salter Bath, on the east by Juniper Road and on
the north by Cypress Drive and (b) in the area bounded by Juniper Road on thewost, Salter
Path on the south, the Town limits on the east and Bogue Sound on the north« The Beard
asked the Von Oesen firm to advise the Board within 2 weeks as to what parts of the restric
ted areas could be relieved of the moratorium, i.e., those portions of the restricted areas,
if any, which present no drainage problems.
In other business, by a 3 to 2 vote, the Board authorised the placing of a Rescue
Squad display and recruiting board in the area outside the communication window in the Town
Hall's Business Office, The objectors wished to make the same kind of facility available
to the Fire Department,
The Board also approved changes in the Subdivision Ordinance to provide (1) that plot
plans preliminarily approved by the Planning Board would immediately come to the Board of
Cofloiissioners for their preliminary approval or rejection and (2) that no lot established
on a subdivision plot plan may be subdivided at a later date.
Upon the appeal of Larry Moore, the Town became a member of the Economical Development
Council, The annual dues will amount to $300,

A special meeting of the Planning Board was held on July 11th to review the proposed
Taylor-Schrum subdivision near the Bogue Banks Country Club,
Documents approving the proposed boat basin in the development were presented from
CAXA and from the Corps of Engineers,
PLANNING Bill Ballantine, the Town's Building Inspector, approved the plot plan insofar
BOARD provisions for drainage, such as catch basins, are concerned,
Robert Archibald presented a petition in opposition to the subdivision signed
by 57 persons owning property nearby.
Don Clements raised questions with respect to restrictive covenants he said had been
placed on the property by the Roosevelts. One of those, he asserted, required written per
mission of the Roosevelts for the construction of a boat basin.
Bob Hope maintained that Town Ordinances do not allow construction of a "boat slip** on
a "canal** and that the subdivision proposal contemplates just that,
Ed Bowman also voiced objection to the development.
After full discussion, in which the promoters of the project frequently joined, th^
Board decided to defer action Until its regular meeting on July 25th and, before that meeting
to obtain the reaction of the Board of Commissioners to the proposed subdivision,

Town Ordinances prohibit owners from allowing their dogs to run at large. However,
there have apparently been numerous complaints that this has been happening, particularly in
the beach areas. The Ordinances also contain the following provision:
DOGS **The owner or custodian of any dog over the age of six months shall, each year,
register such dog with the Town Clerk, No dog shall be registered unless there
is first exhibited to said Clerk a certificate of a practicing veterinarian of North Car^^na
to the effect that said dog has been vaccinated against rabies within three years prior
the date of application for registration, and each such dog shall display a tag indicating
the date of vaccination.**
