VIth public opinion in town sharply divided on developers' plans for a multi
million dollar shopping center in Fine Knoll Shores, Mayor Ken Kaller has called for
a public hearing Janviary 23 on changes in the town's maximum height and parking

At the hearing the Board will hear arguments for and against proposals to raise
from 35 to 30 feet the height restriction in the shopping center and to reduce from
529 to 458 the number of parking spaces required.
Developers Cliff Benson Jr, and Roland Britt of Raleigh hope to begin work on
the multi-million dollar center within the next few weeks. Plans call for the con
struction of eight buildings containing 124,000 square feet of space on a 25"acre
tract at the intersection of Salter Path Road and Pine Knoll Boulevard.
The PKS Planning Board set the stage for the public hearing in a meeting January
9 when it recommended approval of the height and parking changes, but asked that a
proposed I-I/2 acre lagoon be eliminated. The Pretty Committee, meanwhile indicated
it would also favor the height change. However, it said it considered "the reduced
lagoon attractive aesthetically and also as a catchment area for storm water run off
from the parking area". However, it suggested placing "a natural vegetative screen
around the lagoon to catch debris and protect children who may wish to test the water,**
In asking for the elimination of the lagoon, Planning Board Member Harry Schlimper
said it would be **an attractive nuisance" that would endanger small children and "the
probability of trash, bottles and cans accvunulating in the lagoon outweigh any aesthetic
value,"
On Schlimper's motion, the Planning Board also recommended that the developers
give the town a conservation easement to ensure that approximately nine acres at the
rear of the mall site would be preserved in a natural state in perpetttiHgr^t
