Page -2- concem about the Land Use Update currently in progress, but most people simply liste^^ and considered how they would Fulfill their responsibility as voters in the coming election. oOo The November meeting, held in the evening of November 12th was preceded by a public hearing regarding an amendment to the zoning ordinance [21-14.1) required by the State of North Carolina to the effect that whenever there is a zoning classification action, COWISSIONERS of land abutting the parcel under consideration shall be notified and a new ordinance (6-1) giving the mayor power to declare a state of emergency under certain defined circumstances and establishing a post- disaster relief agency and plan. There were a few comments concerning the restrictions and prohibitions the mayor would be authorized to impose which the Board will take into consideration. Ms. Margaret Caruthers, CPA reported on her audit of the town finances which she found in good condition. In her comments she commended the Board on its decision to install a computer saying that although the manual system had functioned well, a com puter system would be capable of additional functions which a manual system could not accomplish; also on the investment policy which earned $49,000 during the fiscal year. She recommended that a capital reserve fund be set up with funds removed from the general fund. Commissioner Gibson reported that $200 had been realized from the sale of surplus rescue equipment. Commissioner Thompson reported on the activities of the police and fire departments and Commissioner Sullivan on the completion of the shoulder grading and seeding. Commissioner Libby announced that the next public meeting on the Land U^^ Update would be held on December 3rd, time to be announced. Watch for it in the news-^B paper. The ordinance concerning the Satellite Dish Antennas for which hearings had been previously held was adopted, to become effective November 15th The sign ordinance amendment concerning signs in Institutional zones which could, not be passed last month because of lack of quorum was read again and passed. The Personnel Policy and Pay Plan as worked out in executive session was adopted. Many residents were in attendance at the meeting because of their concern about flooding in the town and they had requested an opportunity to speak on the subject. Whereas many sections had been affected as a result of the torrential rains of last week, Juniper, Yaupon and Laurel are still flooded, and residents of these streets requested the Town to do something about it. Mayor Hanan, citing CAMA restrictions against cfr'ainage into the waterways, asked for constructive ideas. The possibility of pumping out the water into areas which would absorb it seemed to be the most promising and efforts will be made to accomplish this immediately. Permansnt remedies will also be investigated in order to prevent this happening in the future. ------- oOo ------- W. F. Parker presented preliminary plans for Fairway Villas. This project is located on the corner of Salter Path Road and Oakleaf Drive. Board members were concerned about storm wster run off and how to monii it.
