Page -2- Finance and Administration Conmissioner Johnson presented a budget amendment to transfer funds from Capital Reserve funds for added insurance expense, and added legal expenses. This was passed. The April budget report shows that 91.70% of revenues have been collected and 74% of expenditures disbursed so far in this '89 - '90 fiscal year. 98.81% of taxes has been collected. At his request, Budget Officer Geer gave the budget message. In this she outlined changes that affect the budget. Town growth is the major consideration. The cost of refuse collection will definitely go up in July '91 and perhaps sooner if the County completes its plan for a special sanitary district. Our present landfill site will no longer meet the new standards to go into effect. The budget v;ill be available for your perusal from May 9 to June 13 at the Town Hall. The budget hearing will be June 12, at 2:00 p.m.. Town Hall. Planning and Inspections Commissioner Roderick reported that the Building Inspector had issued 4 residential permits, 11 miscellaneous permits and 3 certificates of occu pancy. The Planning Board recommended approval of the final plat of Live Oak Forest. On his motion, Cranmissioners approved the plat, agreed on the street names of Live Oak Court and Fern Court and accepted the streets for the Town. Other actions by the Commissioners: May 6-12 was proclaimed Municipal Clerk Week [Congratulations, Corinne]; June 2 and 3 was declared Children's Miracle Network Tele thon weekend [telethon to be on Channel 7, WITN-TV]; authorized the mayor to sign the agreement with Holiday Inn for the use of a piece on the western boundary of their property to create a locked beach access for the use of police and rescue; and declared the Town Hall as a no smoking building. Mayor Hanan announced that bids for the drainage project had been received and were under study by the engineering firm. He has received a letter from Theodore C. Brown, our attorney at the Carolina rate increase hearings, reflecting his belief that the State Commissioners' final order, to be handed down with 30 or 40 days after May 15th, will not allow the company all the rates they are asking for. In other words, there's hope! Mayor Hanan observed that the "moderate" infestation of tussock moth the State pre dicted was greatly underestimated! They will not spray, nevertheless. Property owners will have to decide for themselves what to do. It is noted that there are many on the railings of the beach walks which meais that they will probably lay their eggs under these boards. It is suggested that you watch for these egg masses in late summer and early fall and destroy them. There was seme discussion of the resolution passed last month asking the Mayor to notify the County Ccxtimissioners that this board is against the use of any public funds to support the air museum being proposed in Havelock. The County Commissioners have been so notified. There was also discussion once more of the drainage project about to be constructed for emergency draining of the east end of town in time of flood. Once again it 'was empha sized that this is for emergency use only and it has been approved by State agencies. There are still objections raised by the Pine Knoll Association and private citizens.
