By decision of the Pine Knoll Shores Board of Commissioners, made November 13, 1990, it was agreed that there would be a maximum six- month delay from said date in awarding a contract for construction of a swale system in the eastern portion of the Town for collection and disposal of surface and ground waters caused by major storm inundation. 5, The purpose of the above delay is to allow the ad hoc committee incluc^^^ Carl Heffe1finger, Charles Peterson, John Cronk, Cliff Mitchell and Clark Hutchinson, through its own action, to study alternative systems previously considered and deemed unacceptable by the two consulting firms engaged by the Town and to study any other alternatives as the Committee may develop. The involvement of as many state engineering services and agencies is encouraged. 3. It is understood that the prime purpose of the study is to be the development of a system that will provide prompt disposal of accumulated surface water in the case of extreme flooding caused by abnormal rain fall, a high water table and other meteorological conditions. 4. One or more members of the Town Board will work with the committee serving as liason and providing the committee with any material in the existing file deemed necessary for study. 5. The ad hoc committee will make a preliminary report to the Board of Commissioners for presentation at its February IS, 1991 meeting, listing all options studied and making its recommendations as to the preferred system. S. The committee will present this final report to the Town Board by April 9, 1991 based on the following: a. cost of construction. b. potential impact on water quality. c. land that must be acquired by purchase or easement to implement the plan. d. feasibility and timing of permitting as required for that alternative.
