”5-2 ANIMALS AT LARGE AND ON THE BEACH STRAND
No animals, except household pets maintained on privately owned pro
perty, shall be permitted to roam within the Town, except that cats and
dogs which are household pets may, when accompanied by an owner and under
the control of such owner, be allowed on public rights-of-ways and on the
beach strand.
No horses or other equines, beef and dairy cattle, hogs, sheep, goats
and other livestock shall at any time be allowed on the beach strand within
the Town of Pine Knoll Shores. This prohibition includes the prohibition
of such animals, or any other similar animals, from entering or remaining
on the beach strand whether or not said animals are being ridden, led or
are otherwise under the control of the owners or possessor of the animals.
As used herein, the term "beach stand" shall mean all land between the
mean low water mark of the Atlantic Ocean and the first line of stable
vegetation as defined in the regulations of the Coastal Resources Commis
sion of the State of North Carolina"
RESOLVED, that this ordinance be effective upon its adoption.
COMMENTS
This ordinance has been suggested because of concerns that large animals
may use areas available to the public to the detriment of human and wildlife
health and safety. I believe the Town has a reasonable basis to support
the adoption of such an ordinance.
PLANNING BOARD
The Planning Board met Wednesday, July 24, 1991
Lois Jean O'Keefe reported for July 3, 1991, CAC meeting. Entrance
to Live Oak Forest has been planted and mailboxes on Arborvitae were com
plimented for their neatness. There was also discussion concerning Vehicles
parked on the right-of-way for sale. not only is this a safety hazard
but prohibits the mowing of the right-of-way. Chairman McCormick suggested
that this matter be given some thought and discussed at the next meeting.
Chairman John McCormick introduced the new Building Inspector Roy
Brownlow, who gave the inspection report for June.
The Planning Board, along with Alice Russell and Dr. James McGraw
made a tour of the town and visited several sites where tree trimming and
lot clearing was to be done. A question and answer session was held fol
lowing the meeting in regard to the current tree ordinance. Citizen Maureen
Parker urged the Board to attend the Coastal Resource Commission meeting
on Pivers Island on Thursday and Friday.
COMMUNITY APPEARANCE COMMISSION
The monthly meeting of this Commission was held August 7, 1991.
Once again, the poor condition of some mail boxes were discussed.
May we request the owners of these shabby looking boxes do their best to
improve this condition. Just a coat of paint would help to improve the
appearance of many of these mail boxes, and add to the overall neatness
of Pine Knoll Shores. Your help will be appreciated.
Roy Brownlow, Building Inspector, reported that two residential, eight
miscellaneous, one certifcate of occupancy and S tree removal permits were
issued for the month of July, 1991.
