Page 2 CERTIFICATE OF ACHIEVEMENT EXTRA WEEKLY GARBAGE PICKUP For the fourth consecutive year the Town has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association.This Award is the highest recognition in the area of governmental accounting and financial report ing, and represents a very sig nificant accomplishment by a government and its management. Pine Knoll Shores is one of only thirty-eight of the five hundred twenty-five North Carolina towns to qualify for this prestigious award. Congratulations to Town Auditor Lee Carroll, Commissioner Gallo and Administrative Staff: Corinne Webb Geer, Town Clerk/ Finance Officer;Betty Carr,Deputy Town Clerk; Connie Shelton, Tax Collector; Mary Lou Kay, Records Management Specialist. FINTVNCIAL GOOD NEWS The preliminary year end re port has been run and we have good news to report.As hoped for, our revenues were up due to in creases in Local Sales Taxes, In tangibles, Utilities Franchise and a State Grant for our rescue vehicle. In addition to the increase in revenues, our overall expenses were tightly controlled and the Town underspent its budgeted ex penses by some $90,000 (this re presents a saving of $30,000 for each of the three departments. Administration,Police and Inspec tions) . The net result of these two actions meant that the Town did not take some $80,000 from the fund balance as was budgeted. In fact, W'i were able to put some $20,000 into our fund balance. In lay terms,this meant that instead of operating at a loss, the Town made a slight profit.Since we estimatedj that we may find our selves in this positive position, we were able to hold our tax in crease to 3.5 cents rather than 6.5 cents we would have required to cover our 1993-1994 budget. Waste Industries has agree^^ to individually contract with an|[B citizen who wishes an additiona^^ weekly pickup of residential garbage during the summer months. Call 223-4176 and mail your check in advance for $19.50, minimum for two months of service, if you have your own container; $22.00 if you want Waste Industries to furnish you a container. The Town will continue to provide one pick up per week of garbage and one pickup of materials to be re cycled. (Household hint: A sealed plastic garbage bag, treated with a small amount of clorox, will satisfactorily cut down on odor and animal attraction. IRRIGATION WELLS The denial of a septic tank permit by the Environmental Health Division for a single family lot in Live Oak Forest led Building Inspector, Roy Brownlow, to contact Town Attorney, Ken Kirkman, for a solution to whag^ might develop into a potentiJ^F problem for property owners. At this time, the State does not regulate well installation. With more than six hundred lots in the Town that are still undeveloped, some protection for unsuspecting property owners was the factor in seeking a method for regulation. At the Public Hearing on July 13, questions of definition, status of wells already in place and the enforcement of regulation were brought before the Board. The Board will seek recommendations from the Planning Board before deciding on a method of issuing permits and enforcement. VISION CABLE FRANCHISE The second reading of the Cable Television Ordinance grant ing a nonexclusive franchise to Vision Cable Communications of Morehead City, Inc. to construct, install and maintain a system o^^ cable television in the Town cflB Pine Knoll Shores, led to it^^
