Streets and Public Property
Bridge Inspections
Commissioner Blanchard
reported that a contract to have
the North Carolina Department
of Transportation oversee and pay
80% of Ae cost of the required
semi-annual bridge inspections is
available. He moved that the
Town accept Option C proposed
in the contract and that Mayor
Kanyha sign the contract on
behalf of the Town. Seconded by
Commissioner Musgrave. The
vote was unanimous.
Administration and Finance
Commissioner Gallo reported that
for the month of August revenues
reported are at 7.8% of estimated
revenues. Expenditures are 13.7%
of budgeted expenditures. Taxes
collected are 4% of the levy.
Interest on Investments
Commission Gallo reported that
interest rates are still
disappointing, but continue to
earn an average of 2.9% or 1.4
cents of the tax rate.
Emergency Services
Emergency Medical Services
Commissioner Hasulak reported
that the emergency medical
services answered eighteen calls in
August. The class for drives starts
on September 23 and will be held
every Tuesday and Thursday
evening.
Emergency Management
Commissioner Hasulak reported
that a special meeting was held to
discuss the Hurricane Emily
evacuation. The Island has special
concerns with the general public
being allowed back before the fiill
time residents have a chance to
return. Cooperation generally was
good. He reminded us that the
season is not over and citizens
should have passes updated prior
to an alert. Mayor Kanyha
congratulated Commissioner
Hasulak and his team for a job
well done.
Police
Commission Musgrave presented
the August Police Activity Report
He congratulated Detective
Macklin who has completed his
two year associates degree at
Carteret Community College with
a 3.37 grade point average.
Chapter XVII Preservation of
Beaches and Dunes
In 1982 the Town enacted an
ordinance to protect the beaches
and dunes by limiting vehicles on
the beach. Only licensed
commercial fisherman between
Labor Day and Memorial Day,
and emergency vehicles are
allowed. Commercial fisherman
were subject to an annual fee of
$25. Commissioner Musgrave
stated that while supporting our
commercial fisherman and at the
same protecting our citizens that
Chapter XVII be considered for
amendemenL He moved that
Chapter XVII, section 2.121,
which provides for a fee of $25, be
deleted. Seconded by
Commssioner Blanchard. The
vote was unanimous. Licensed
commercial fisherman will not be
charged a vehicle permit fee, but
will still need to apply for a vehicle
permit under the amended
ordinance.
Planning and Inspections
Inspections Report -
Commissioner Schultz reported
that fourteen miscellaneous
building permits were issued
during August. He announced
that Chief Building Official
Brownlow is enrolled in the
Municipal and County
Administration Course held at the
Institute of Government.
