INVESTMENT OF TOWN FUNDS The state of North Carolina, through the Local Government Commission, regulates the invest ment of public money. The debacle that occurred in Orange County, California, would not happen here. The law, called the Local Budget and Fiscal Control Act, specifies the classes of securities in which public funds may be invested. The considerations in investing must be in this order: 1-safety, 2-liquid ity, 3-earnings. In addition to state law, the Town has a cash management policy which includes directions in the management of investments for the Finance Officer and the Commissioner of Finance. The average rate of interest earned on investments during November was 5.5% and earnings are equivalent to about three cents of the tax rate.
