Page 2 The Shoreline November 2005 Fire/EMS Report Emergency Services Police Report Police Chief Joey Culpepper reported 95 calls for service during September. These included 3 accidents, 2 assist other agencies, 8 assist Fire/EMS, 3 domestics (one more than last month), 8 Town ordinance violations, and 36 welfare checks. Twenty-four citations involving 29 charges were issued. These included 2 driving while impaired, 3 speeding, 6 seatbelt, 2 drug violations and 3 alcohol violations. There were 68 residence checks and 270 business checks. On September 10-11, the PKS Police Department, along with officers from other County and State agencies, conducted a DWI Checkpoint near the Iron Steamer Beach Access. During the three-hour event, over a dozen citations were issued for various violations including 2 DWIs and possession of marijuana and paraphernalia. On Sept 20, a person was arrested and charged with breaking & entering and larceny from a residence at Pelican Point. This occurred in December of 2004 and the person had left the area and was arrested when he returned. The Community Emergency Response Team membership grew from 13 members to 19. During the hurricane, CERT members, Martha and Clark Edwards, helped to set up and man the Beaufort Middle School Evacuation Shelter and two other members assisted the Police Department after the storm with traffic on NC 58. At the October BOC meeting. Mayor Lamson said that Police Chief Culpepper had been approved by FEMA to be paid for 15 hours overtime during the hurricane. Fire Prevention Week An Open House held on Saturday, October 8 at PKS Fire Station kicked off Fire Prevention Week. During the course of the Open House, fire fighting demonstrations were given, department tours were conducted as well as blood pressure checks. Various educational materials were also available to take home. Those in attendance enjoyed refreshments provided by the PKS Volunteer Fire/EMS Police Auxiliary. I In Memoriam I October James Stone William Hastings William Dixon Jennie Roselle John O’Meara Emergency Services Director Bill Matthias reported that during September, the PKS Fire & EMS Departments responded to 27 calls. Eleven of these were EMS, three of which required paramedic assistance. There were 16 fire calls, 4 of which were structure fires (Atlantic Beach), 1 brush fire, 6 activated Two new Staff positions were established, one of Deputy Clerk and the other of Deputy Tax Collector. There will be no increase in pay since the services will rarely be used. Anne Blackwell was appointed as the Deputy Clerk, and Laureen Hasulak was appointed as the Deputy Tax Collector. Water-related fees were discussed and it was decided to continue to use the current tap-in and impact fees until a study is completed. There are 75 people using wells and a decision needs to be made whether they will be forced to be on the water system. Doug Browne of Walnut Circle was approved for a two year term on the Planning Board. Some of the topics being discussed by the Planning Board are minimum lot sizes, maximum impervious surfaces, dock ordinance and overflow parking at the beach access sites. The Community Appearance Committee is updating the booklet of building & landscaping guidelines. The Board of Adjustment named Lily Zaminer as Chairman and Ray Bogert was named as Vice-Chairman. The purchase of the Municipal Water System alarms and 5 service calls. Word has been received that the new ambulance is ready in Florida. At the October BOC meeting. Mayor Lamson said that FEMA would compensate Matthias for his extra hours during the hurricane emergency. took place on Sept. 27. The water bills will continue to come from Carolina Water System during the transition period. The Town has been advised that the 933 Project is still alive. The Corps of Engineers will be requesting bid proposals for dredging of the outer harbor. The November Board of Commissioners Meeting has been rescheduled for Tuesday. November 15 because Election Day falls on the regular meeting date. During the Citizens Comments, a suggestion was made for the town to get its own dump truck for storm debris pick-up. There was also discussion about storm clean up. Robert Youngblood is under contract for the first 72 hours after the storm for clearing the roadways. As far as the actual pick-up of the storm debris from the right-of-way, the company that was chosen then subcontracted the work and they underestimated the amount of debris and were slow to respond. Another factor is contributing to the slow respons e was the county landfill being open for only limited hours, creating long lines and slowing the dumping process.
