Page 2 The Shoreline March 2006 February Commissioners Meeting By Yvette Bannen Police Report January There were 72 calls for service including one accident, three assist other agencies, eight assist Fire/EMS, one domestic, six town ordinance violations, 20 welfare checks, three alarms and seven open doors. Twenty-four citations were issued for 43 charges: five driving while impaired, 20 speeding, three driving while suspended, one seatbelt, one alcohol violation and six other. Twenty-two warning tickets were issued and there were 100 residence checks and 486 business checks. The intersection of Sycamore and Hawthorne will become a 4-way stop. Emergency Services Report During January, there were nine EMS calls, seven required transport and six of those required paramedic assistance. There were nine fire calls, one vehicle fire, one HAZMAT call, one structure fire and six activated alarms. Average response time for EMS was 4:13 minutes and 5:08 minutes for fire calls. Members logged 684.5 hours of training during January. Training consisted of officer training, state-certified medical training and state-certified fire training. OSHA-mandated safety training was initiated as well as FEMA training mandated by DHS. Seek Candidates For Planning Post The Pine Knoll Shores Planning Board currently has a vacancy for an unexpired term. The term will expire on September 25,2007. Interested individuals may fill out a volunteer form online at www.townofpks.com or pick up a form at Town Hall. Planning board members serve without compensation. The board meets the fourth Tuesday of each month at 2 p.m. in the Town Hall meeting room. The planning board is charged with reviewing subdivision and site plans and makes recommendations to the board of commissioners. It may also be called upon to study particular municipal problems and on its own initiative can make recommendations to the board of commissioners. Kay Howe, PKS Women’s Club president, presented a bible to the Town for use during swearing-in ceremonies. Congratulations were extended to the Police Department’s Lt. Rice for his promotion to chief petty officer in the Coast Guard. Praise was given to the Fire Department for a job well done at the recent fire in Beaufort. Herb Pierson was appointed to fill a vacancy on the Water Advisory Board. The Commissioners will hold a working retreat at the Trinity Center March 3 to discuss PKS plans for the next five years. After much discussion, both at the briefing session and at the regular meeting, a vote was taken on paying off the loan on Town Hall. There was a tie vote (Commissioner Ashland was absent) and Mayor Lamson broke the tie with a yes. The current interest rate on this loan is 5% and investments are returning approximately 3.5%. The payoff total is $84,037.50 and will come from the undesignated fund balance. In conjunction with the League of Municipalities, there will be a personnel policy review and pay and classification study. The last time this was done was 10 years ago. Also discussed at the briefing session was the need for a Public Works Project Manager to oversee various Town projects such as storm water control, dredging, building of beach accesses, and other projects. This was approved at the regular session and it will be a part-time position compensated at the rate of $25 an hour with no benefits. It was reported that the 933 sand project will not happen this year; perhaps next year. The Town needs five more public beach accesses and there will be discussion with the Corps of Engineers regarding substituting a park on the ocean side with 50 parking spaces rather than having five narrow walkways to the beach with parking spaces within a quarter of a mile of the access on the other side of Route 58. It is hoped that concern for the safety of people having to hike along the highway and then cross the road to get to the accesses will sway the powers that be. There will be a dedication at 10 a.m. June 9 of an historical marker at the Iron Steamer Public Beach Access. Lying just offshore there is the wreck of the S.S. Pevensey, a Civil War blockade runner. Until last year, the site was occupied by the Iron Steamer fishing pier, which took its name from the wreck. The marker will be dedicated 142 years to the day after sinking of the Pevensey on June 9, 1864. This award was for making 17 DWI arrests in Pine Knoll Shores during the year 2005. There were a total of 41 DWI arrests made during the year.
