Page 2 The Shoreline November 2006 Yard Sale Town Hall will be the scene of a yard sale Thursday, Nov. 30 as the town moves to dispose of items that are obsolete or no longer in use. The sale will be conducted in the fire bay of the municipal building on Municipal Circle from 2 to 4 p.m. Police Report Lt. Rice gave the police report for September at the commissioners meeting. There were 99 calls for service, including 1 accident, 8 assist fire/EMS, 12 town ordinance violations, 32 welfare checks, 6 alarms and 4 open doors. Fifteen citations involving 17 charges were issued. One driving while impaired, 7 speeding, 1 driving while suspended, 1 seatbelt violation, 1 alcohol violation and 6 other. Eight warning tickets were issued, and there were 66 residence checks and 298 business checks. Emergency Services During September, there were 12 EMS calls (3 of them involved patients who were critically ill, 10 required transport and 9 required paramedic assistance). The average response time was 3:35 minutes. There were 10 fire calls, 6 activated alarms, 1 structure fire in Atlantic Beach, and 3 service calls. The average response time was 4:30 minutes. Members logged 619 hours of training during September. PKS sponsored a special live bum session in conjunction with ATF at the old Crystal Coast Inn. Events such as this are particularly helpful for all members. Four commercial properties were inspected and 7 violations were cited; 4 of these have been corrected and 3 are still pending. October Commissioners Meeting By Yvette Bannen Wastewater got a lot of attention at the meeting. Some issues from a few months ago did not produce the needed information and because of that Commissioner Larson pro-posed requesting qualifications for the purposes of designing, conducting, analyzing and reporting a study of specific wastewater concerns in PKS. Also, the current condition of all wastewater package plants and large-scale septic systems within PKS needs to be delineated. The survey would be paid for out of the general fund. Commissioner Danehy proposed that in the coming year, for the protection and maintenance of clean water, the town should pursue volunteer programs and activities that will encourage all homeowners to become proactive in the care and upkeep of their septic tanks. Some hints on how to care for septic systems appear on Page 3. Doug Brown was appointed chair of the planning board and Clark Edwards was appointed vice chair. Bob Curry was reappointed chair of the community appearance committee. The board of adjustment held its organizational meeting Oct. 3 and Ray Bogert was appointed chair and Richard Seale vice chair. There was a call for a public hearing next month on an ordinance to require private streets to conform to the same requirements as public streets. This ordinance is to insure access for emergency vehicles. There was also a call for a public hearing next month for an ordinance to amend height restrictions. The 35-foot height is not being changed; instead, the proposed height will be measured midway between the highest and lowest point on approved grade. Mark Wright, who represents a group of condo associations, asked the commissioners for support for a special wastewater plant for use by the group because "time is of the essence" and they are anxious to know how to proceed. He asked the commissioners about their position s on the issue, with some replying that they do not think they have sufficient data to make a decision. It was noted that Beacon's Reach is pursuing its own wastewater plant. Did the Ayes or Nays Have It? By the time you read this, the question of whether the form of government in Pine Knoll Shores will be changed from mayor/council to council/manager may be on the verge of being answered or may already have been. As a monthly publication with long lead times, this issue of The Shoreline went to press a week before General Election Day, Nov. 7, and was scheduled to be delivered a few days before that date. What with the vagaries of production and delivery, you could be reading this before the election or after it. If the former is the case, consider this a reminder to get out and vote. It's Important! The change in the form of government referendum is the only item on this year's ballot that affects Pine Knoll Shores alone. There are no municipal posts being filled this year, but voters are being called upon to make their choices in county, state and federal contests. For those of you who are in residence this time of year the results of the balloting will be available to you through other media that cover the news locally on a daily or weekly basis. For those of you who are not necessarily here this time of year The Shoreline will summarize the election in its December issue and report on what effect, if any, the results will have on the manner in which the municipal go verrunent functions.
