Town Hall 247-4353 Town Manager, PSD Director Assume Posts By Charlie McBriarty The June 12 regular monthly meeting of the PKS Board of Commissioners was highlighted by the swearing in of Brian J. Kramer as the community's first town manager and by the introduction of Ernie Rudolph as director of public services. The town manager reported on the ' activities of the various departments, and ^^departmental representatives addressed specific highlights. The police department reported that investigations into recent break-ins have resulted in two arrests, with more anticipated soon. The fire/EMS department thanked all of its volunteers and the members of neighboring departments for their assistance with . the recent fire at The Shutters on the Shore condominium complex. Rudolph was introduced by the town manager who also outlined a series of priorities with which Rudolph will be concerned, including development of a water system redundancy plan, facilitating implementation of Soundside Park, finalizing replacement of the Mimosa Boulevard Bridge and serving as primary agent with the management of the water company. A lease agreement with the Beacon's Reach Master Association for two public beach access sites was approved. This agreement is designed to serve as a pattern for future public beach access sites. Finally, the mayor appointed Commissioners Peter and Lindblad to serve on the Joint Land Use Committee. Following the business session, the floor was opened for citizen comments and suggestions. One suggestion was that the town's sign ordinances be reviewed to determine if yard signs advertising various construction and remodeling services could be eliminated. Tliere was an inquiry about rumored plans to renovate town hall, and assurances were given that no funds have been included in the upcoming budget to do so. In response to a question about beach access and the availability of parking, Kramer reported that he is developing a plan to provide the required parking at the public access sites. At the conclusion of the meeting, a reception welcoming the new town manager was held. Citizens Express Concerns About Grants, Spending A public hearing on the proposed 2007- OS town budget was held Tuesday, June 12 immediately prior to the regular monthly meeting of the PKS Board of Commissioners. Nine citizens voiced questions or concerns about the proposed budget. One speaker noted that in the beginning Pine Knoll Shores was established as a place where retirees wou Id be welcomed and they would make-up the core of the community. Pointing out that many of today's PKS retirees face the realities of living on a fixed income, with no cost-of-living benefits, the speaker said she spoke as a representative of those finding themselves in such a situation By Charlie McBriarty and went on to encourage the commissioners to exercise extreme control over the budget and to avoid unnecessary expenditures. The next speaker noted that the proposed budget did not appear to qualify as "revenue-neutral," and pointed out that the proposed $5.7 million budget exceeded the current budget by more than 5 percent. The sand tax was questioned by another citizen who pointed out that the current sand tax was based upon a 7 to 1 ratio. Concern was expressed that the proposed sand tax did not maintain the same ratio. It was noted that non-beachfront properties will be assessed at 2.6 cents per $100 while (Citizens Express Concerns) Continued on Page 2 S S HV'-i i ^ A Heartier Welcome - Two of these substantial welcome to Pine Knoll Shores signs were recently erected on Route 58 by the State Department of Transportation to replace smaller versions that could easily go unnoticed. The town applied for the replacement signs in part out of a desire to advise motorists that emergency and community information is now available on the town's radio station which can be accessed by tuning to 1610 AM. In addition to giving the radio information the signs bear the town seal and proclaim the community as a bird and sea turtle sanctuary Survey Enclosed - Needs Yoxrr Input This is your opportunity to be heard regarding your recreational interests. Enclosed in this edition of The Shoreline and also available at the Bogue Banks Public Library and at PKS Town Hall is the 2007 Survey of Recreation in Pine Knoll Shores. All property owners and residents are encouraged to complete and return the survey to town Hall by August 3. This data is extremely important for establishing both short and long term recreational goals and will be an integral component in the revision of the 1999/2000 Town of Pine Knoll Shores Shoreline Access/Recreation Plan.
