Citizens Weigh In With
Opinions on Budget Needs

Unlike the federal government.
North Carolina law requires a balanced
budget whereby annual income equals
budgeted expenses. When expenses
exceed income, a dilemma is created.
This is the quandary that is facing the
PKS town manager and its board of
commissioners (BOC) as they craft the
2008-2009 town budget. Citizen input
was sought as to how this predicament
might be resolved at an evening
meeting on May 8 in town hall.
At this meeting it was revealed that
the predicament was bom five years
ago when the town benefited from the
beach renourishment program. At
that time the BOC resolved to transfer
approximately one half of the sales/use
tax to a new Beach Escrow Account
established to accumulate funds to
pay-off the $8 million loan needed
to pay for the sand deposited on the
beach. This transfer has been routinely
made in each of the subsequent years
with the anticipation of an early pay
off of the loan, thus saving the town
significant money. For some reason
the sales/use funds transferred to
the Beach Escrow Account were not
subtracted from the income projections
utilized whenbuilding the subsequent
annual budgets. As a consequence
the town budgets have been based
upon inflated income figures for the
past five years. This slip-up did not
surface because funds from the town's

Ready, Set, Paddle!
Kayak for the Warriors Race
Pine Knoll Shores hosted the inaugural
"Kayak for the Warriors" race on the
waters of Bogue Sound on Saturday ,
May 17. Spearheaded by the town's
recreational advisory committee the
kayak race raised over $700 for wounded
servicemen and women currently
convalescing at Camp Lejeune.
The race was intentionally held on the
same day as Camp Lejeune's "Run for
the Warriors", an annual 5K/10K road
race that raises funds to help servicemen
and women and their families who
have suffered combat wounds in Iraq
or Afghanistan. This was PKS's initial
foray into the organized recreational
event field. By all measures it was a
success. The entire event was planned
and executed by volunteers with the PKS
town staff chipping in with police, fire
and EMS and administrative support.
The race started at Garner Park. The
racers paddled a little over four miles
into a brisk wind from the west and
finished at the Beacon's Reach Marina.
The winner was Garrett Smith, a part-
time resident who lives in Raleigh.
Volunteers made this event happen.
Citizens from town made signs, manned
desks and safety stations, operated
safety vessels in the waters of the sound,
made banners and generally added cheer
to the event. The PKS fire and police
kept the entire event safe and secure.
It was a total team effort.
A presentation of the funds raised at
the event to the Hope for the Warriors
will be made at 7:00 p.m.Tuesday, June
10, at the town's monthly board of
commissioners meeting.
