Here are some the things going on at Town Hall: Departure of our Town Clerk- Ms. Ronda Lambert, who has been with us for eleven years, has accepted the position of Town Administrator with Indian Beach. Ronda is an All-Star who has served the town well and faithfully for a long time, and we will miss her. I am interviewing applicjmts for the position now. Water Company activity- By now all of the citizens in town should have made a payment to PKS, rather than Carolina Water. For those of you on automatic bank draft, your payments have been adjusted accordingly. If anyone is experiencing problems, please call Connie Shelton at 247-4353, ext 12. Also:SorinyCiinningham, who many of you know from his years in town as an employee of Carolina Water, now works for PKS. He and Ernie Rudolph (Public Service Director) are the most service-oriented individuals I have Phillip Margolin, who handled thirty murder cases in his longtime career as a criminal defense attorney, spins a web of suspense and intrigue in the world of law enforcement that leads all the way to 1600 Pennsylvania Avenue. In this latest novel. Executive Privilege, The Boston G/obe reports, "Margolin manages to create a thought- provoking insider's view of a criminal justice system that is as corruptible as the attorneys, judges, and police officers who make it work." A fast paced thriller that kept me turning the pages as quickly as my stubby little fingers could manage; the story appears to center around a female private investigator who gets in over her head when assigned a seemingly "routine" surveillance job of a young political science student. After snapping a few incriminating pictures of an apparent love tryst our investigator recognizes the other party as the President of the United States. Needless to say, the Secret met since I have moved into municipal government. Sonny genuinely wants to get out to help people. Call him at 723-0055 if you need any help with your water. Street Survey- Public Service Director Rudolph is taking a look at the streets in town to develop a prioritization list for street repair. Parking on Rt 58 at the 2 regional beach accesses- The NIC Department of Transportation has given us permission to post no parking signs within 500 feet (east and west) of the entrances to Iron Steamer and Memorial Park. Mosquito control- Larvacide has been applied to control mosquito breeding in drainage catch basins. Presentation by the Carteret Craven Electrical Cooperative- The Director of Public Relations at CCEC will give a presentation at the PKS Town Hall on July 17 at 6 p.m. The presentation is entitled "Our Energy, Our Future." Some of the areas to be covered include: energy efficiency, the state of the energy market, current legislation affecting energy and renewable energy. Service gives chase and our investigator heads for home managing to elude them. Unfortunately when she arrives home there are already two beefy guys ransacking her apartment, and the next day, she discovers the young student has become the victim of a serial killer. Can you say, "How Convenient?" Enter the parallel story-line a junior lawyer on the west coast is assigned a pro bona case for a convicted murderer. This bad guy has one last appeal before death and claims he was framed for the murder of which he was convicted, and he has an alibi to prove it. The victim of this murder was the babysitter of our president who happened to be a governor during that timeframe. One thing I can tell you about our tale it is not as obvious as one would think. With enough twists and turns to keep one guessing this action packed suspense novel is sure to entertain. And maybe make one wonder Budget Continued from Page 1 the problem. Once these issues were satisfactorily resolved it was time to begin to build the 08-09 budget. This experience presented a series of complicating factors to be introduced in the development of this year's budget. Some of these factors included: recognition of the pressure to minimize increases in the ad valorem tax; more judicious use of the sales/use taxes; realization that the sales/use taxes would be reduced upon the termination of the sand tax; planning for future factors such as capital needs, the consumer price index, etc. and replenishing reserves as quickly as possible. In addition, there was the need to fulfill commitments made to citizens to pay-off the sand renourishment debt, to establish a separate fund to cover beach expenses and to ensure the recovery of monies from the general fund to set-up the water department. Another series of staff reviews, commissioner workshops and special meetings eventually resulted in the publication of a 2008-2009 budget proposal. Finally, on the evening of June 10 at the regular meeting of the board of commissioners the 2008-09 budget was adopted by a vote of 3 to 2. This budget totaled $3,028,300 million, $748,755 If you like this genre, some other suspense, and action novels new this summer are: Dead Heat by Joel Rosenberg; To The Death less than the 2007-2008 budget. Unlike budgets since 2002, this one is actually balanced. An analysis of the recently adopted annual budget reveals some interesting facts. The nearly $750,000 reduction of the 08-09 budget from that of 07-08 can be divided into three categories. First, with a single exception every department has reduced their "contingency" and "other" expenditures. Second, maintenance expenses have been reduced. Third, there is a significant depletion of grant funds. These three categories of expense were reduced by more than $797,000. Like any compromise measure the 08-09 town budget has received mixed reviews. Some, including the two commissioners voting against adoption, are convinced that additional cost savings should have been found. Others have acknowledged the time and effort expended and expressed their support of the budget. Proponents of the Soundside Park have expressed disappointment that this project has been lost, while others have considered this a positive result. Those who argued that the Sports Center benefit was important and should be retained will be reaffirmed by its continuation, while others can point to this as a cost that could have been eliminated.
