July Commissioners Meeting By Yvette Bannen August 2009 The Shoreline Page 3 Emergency Services There was a large contingent of Dogwood Circle homeowners who wanted to comment on the proposed parking arrangements for the public beach access on Dogwood Circle. The area is dangerous now and the increased traffic will make it worse. A meeting has been set up with the town manager on July 31 to discuss alternative parking plans within V4 mile of the beach access. Because Pine Knoll Association (PKA) is also a landowner on Dogwood Circle, a representative should also be included in the discussion. A citizen also commented about the proposed pedestrian walkway at the intersection of Pine Knoll Boulevard and Salter Path Road (Highway 58) This is a dangerous comer because of turning traffic. Commissioner Danehy asked about the costs to maintain the areas at the public beach accesses but no figures were available. During the public services report, a question was asked about the status of replacing the town hall heating and air-conditioning system. Because of the geothermal aspect of the proposed system, state grants are being explored to help pay for the new system. The town manager updated the commissioners on the proposed inter local agreement between Carteret Coimty, Pine Knoll Shores, Indian Beach, Emerald Isle and perhaps Atlantic Beach forabeach nourishment environmental impact statement. There was an update on the canal/ charmel dredging project. The locations have been identified that need to be dredged and the dredged material will be placed on Lot C near the Public Safety Building because the material is not beach-quality sand. The dedication of Veterans Park behind town hall will take place on Tuesday, September 8 during the regular Board of Commissioners meeting. Under new business, there was a lengthy discussion about applying for a Marine Fisheries grant of $100,000 to help stabilize the shoreline alorig the pathways between Veterans Park and the Soxmd. The deadline for applying for the grant is July 31. When a vote was taken, there was no support to authorize the town manager to apply for the grant. Commissioner Lindblad proposed a parking ban and sizeable fines all along Route 58 because of problems with overflow parking at the beach accesses. The no-parking signs are not working and perhaps signs indicating a tow- away zone would solve the problem. The matter was tabled. Susan Walsh was appointed to fill the unfinished term of Kathy Werle on the Community Appearance Committee. Police During June, there were 96 calls for service including: • 7 assist other agencies • 9 assist fire/EMS • 2 domestics • 4 motorists assists • 47 town ordinance violations (mostly parking) • 38 well-being checks • 3 alarms • 1 imlocked door There were 13 citations involving 16 charges; • 1 driving while impaired • 3 speeding • 2 driving while suspended • 1 drug violation • 9 all other ..... 23 warning tickets were issued. There were 66 residence checks and 269 business checks. Chief Culpepper reported there have been a lot of animal calls, mostly about raccoons. If somebody sees a raccoon out during the day, call the police department (247-2474) or if it is on the weekend, call the coimty dispatch number (504-4800) to have a police officer respond to the area in order to verify if the raccoon is sick or just out foraging for food. During Jime, a resident reported that a garage door opener was stolen from a vehicle at Ocean Park. During the month of June, there vvere 37 emergency calls. The fire department responded to 15 calls: • 13 false alarms or calls • 1 fire at Reefstone • 1 good intent call Emergency medical services responded to 22 calls: • 14 service incidents including 1 water rescue • 8 service calls Fire personnel accumulated 221.75 hours of training during Jime. In addition to preparing the position announcement, the committee will review all of the applications received and determine those to interview. After all of the qualified applicants have been interviewed, the committee will narrow the list to two candidates. These will be forwarded to the CCCC board that will make the final decision. In addition to Turner, the search committee consists of CCCC board members Jim Schweis, Sylvia Brodman, Phil Panzarella and at-large Personnel Committee members Bill Bottlinger and John Macheca. Turner noted that the committee had already received several inquiries about the position and she is hopeful that a new manager can be selected within the next month. She also emphasized the fact that the club was having no major financial or managerial difficulties and noted that the new chef has been a positive addition to the club. at the commissioners' meeting that Fire Marshall Jason Baker received a bachelor's degree from the University of NC-Charlotte in Fire Safety Engineering. Carteret County and other mimicipalities met in Jime in Atlantic Beach to review hurricane preparations. PKS emergency management personnel will be meeting in July to review the town'shurricane plans. Carteret County "Code Red" exercise was conducted in June and was successful.
