Here are some of the things going on
at Town Hall and around Town:
Dredging Completed- The dredging
of the Pine Knoll Waterway (the actual
name for our canal, per the United States
Coast Guard) and the bad spots in the
channel of Bogue Sound is complete. We
could not get every spot, but we certainly
addressed the worst areas—special
thanks to Mr. Dick Belanger of PKA, who
was singularly responsible for making
this a smooth and orderly event. If you
did not even notice the dredging was
being done, you can thank Dick. He
bird-dogged the contractor to keep our
streets clean and the project window
minimized.
Life-saving Event. Our recently
purchased EMS jet-ski came in handy
a few weeks ago. Two boys who were
very close to hypothermic shock were
pulled out of Bogue Soimd by our Fire/
EMS crew at 1:30 a.m. one morning last
month. Of all the close calls I have seen
in three short summers, this one came
the closest to disaster. Great work!
Water Department Work in the
Knollwood/Bay/Pinewood Area. Expect
to see some activity in this area over
the winter. We are replacing the water
main and installing some hydrants along
these streets.
Xown of Pine
AuditofTownFinances. Ouraudithas
been completed and has been forwarded
to the state treasurer's office. While the
audit is not meant to be a financial report
card, it does serve as a measuring stick
for internal controls, financial practices
and a town's financial condition. I am
happy to report that we received a
letter from the state congratulating us
on the status of our reserves, one of a
town's most important barometers of
financial stability. Our Finance Officer,
Julie Anderson, has done an exceptional
job managing our fiscal desk and is to
be commended. She is available to meet
with any citizen to talk about the audit
itself or to review our current balance
sheet.
Trash Can Return. This winter we will
publish a list of people in the area who
offer the service of trash can roll-up for
weekenders. Folks who put their cans
out on a Sunday and are not in town
after the cans are emptied may contact
these people directly to arrange for this
service.
Water Connection to Atlantic Beach.
We are very close to cormecting the Pine
Knoll Shores water system to the Atlantic
Beach water system. This will give us an
emergency back-up and also provide
needed added water pressure for fire
fighting oh the east end of town.
Open House for the PKS Pedestrian
Master Plan (aka "the Sidewalk Plan").
We will have our second open house on
the Ped Plan at 6 p.m., on November 17.

has accomplished.

Dogs on Leashes

A few complaints have surfaced
recently on dog owners' not being
sensitive and respectful towards others
where their dogs are concerned. If a
dog is deemed dangerous, the local
Police Department is required to send
the owner a letter of warning, thereby
making the next transgression that
much more serious. A dog is regarded
as dangerous (state law 67-4.1) if it:
• Has killed without provocation
• Is a dog harbored for dog fighting
and trained towards that end
• Has approached a person in a vicious
manner
• Has killed a domestic animal
This law does not apply to police dogs
or to dogs used in a lawful hunt. Nor
does it apply to a dog when the injury
was inflicted upon a person willfully
trespassing, tormenting, abusing or
assaulting that dog.
In addition the following pertain:
• Dogs are required to be leashed at
all times (except on privately owned
property), on a leash no longer than 16
ft., with leash in hand at all times, as
per town ordinance section 6-2, which
also states that no other livestock are
allowed on the beach.
• No residents may retain on their
property more than three dogs, except
litters of puppies, which are allowed
for 3 weeks.
• No dog owners may allow their dog
to defecate on any street, sidewalk
or any public arpa nor on anyone
else's property (without the property
owner's consent) without immediately
removing such excrement and
disposing of it in the appropriate
waste container.
• Any person violating this section or
section 6-1,6-3 or 6-4 shall be guilty of a
misdemeanor and fined not more than
$100. Any court costs resulting from
judgment of a violation will be borne
by the owner of the animal.
Thoughtful and considerate dog
owners are appreciated by all. If you
