PKS Commissioners' Meeting October 27

There was no Pine Knoll Shores
Board of Commissioners' meeting
on October 13. Instead, the regular
meeting was held in place of the second
special meeting. TTie mayor read a
proclamation acknowledging the life-
saving services of six surfers. The six
who were honored are Eli Black, Kit
Caimon, Dave Revell, Bill Roach, Mark
Smith and David Taylor.
Under unfinished business, there
was an update on the Mimosa bridge
project. The North Carolina Department
of Transportation (NCDOT) has
completed its review of the project,
and a "letter of agreement" has been
drafted. Everything is on track for
the engineering phase in 2010 and
construction in 2011.
Under new business, a resolution
was adopted 4-1 (Danehy opposed)

The Christmas boat parade is changing
dates this year, from Christmas Eve to the
Saturday before Christmas, which wiU be
December 19. It is a break from tradition,
but this year the date has been moved up
in an effort to get more people from the
town to participate in the event.
Please decorate a boat and join us for a
parade through the canal. Santa will be
on the Mimosa Bridge as boats go under.
The parade will start at Brock Basin at
dusk. Those interested in being in the
parade should meet on their boats at
Brock Basin 10 tol5 minutes before dark
on December 19. In addition, please help
to spread the word around town that the
date has changed and try to get others
to join this year. The number of boats
participating in the parade has dwindled
in the past few years, and the change
may help to reverse the trend.

tovm's pedestrian plan (sidewalks) to
be placed on the state's transportation
improvements plan (TIP). No specific
details will be included, and it is not a
funding commitment. Commissioner
Danehy wondered where the money
would come from to eventually pay
for the sidewalks since it is not in the
capital plan.
There was a quarterly financial
update presented by Finance Officer
Anderson.
After many months of hard work, the
Planning Board sent an amendment to
the town's storm-water management
ordinance to the commissioners
for approval. The amendment was
unanimously approved.
Arevised fleetmanagementpolicy and
guidelinesregardingtake-homevehicles
were discussed and unanimously
approved. Current employees are
grandfathered in, but going forward,
the new policy establishes a 20-mile
limit from town hall for take-home
vehicles.
Every two years, the NCDOT must
inspect bridges located on public
roads. A municipal agreement between
the town and NCDOT concurring
inspections was unanimously
approved.
There was discussion of an agreement
to partner with Carteret County in
updating the hazard mitigation plan that
will be due in 2010. A plan needs to be in
place for local goverrunents to be eligible
for federal and state assistance following
a presidential disaster declaration. The
agreement was unanimously approved
by the commissioners.
PKS Commissioners' Meeting

Susan Suggs with Coastal Planning &
Design PLLC is the project consultant
for the town's pedestrian master plan,
and she gave the commissioners a
status report. Some issues have been
identified: safety; aesthetics, retaining
as much natural vegetation as possible;
cost effectiveness; and compliance with
the Department of Transportation's
regulations. (A public open house on
the draft pedestrian master plan was
conducted on November 17,2009.)
Ms. Suggs mentioned that the sidewalk
cannot be between the roadway and the
ditch but has to be on the other side of
the ditch. Since there is a 100' right of
way alongNC 58, there is adequate room
to accommodate a 5' sidewalk. In some
places, the sidewalk will be concrete, and
in other places it wiU be a broadwalk.
From Atlantic Beach to Pine Knoll Blvd,
the sidewalk wiU be on the northside.

and from Pine Knoll Blvd westward, it
will be on the southside.
Priorities for the next five years will be
a crosswalk at Oakleaf, a crosswalk at
Mimosa, a crosswalk at Pine Knoll Blvd,
and a sidewalk on NC 58 from Mimosa
to Pine Knoll Blvd. Crosswalks have to
be at least a half mile apart because of
traffic flow.
There was discussion about the town's
hazard-mitigation plan that must be
updated in 2010. To reduce the cost of
preparation and to facilitate easier and
better management of the plan, the
commissioners agreed to partner with
Carteret County as well as Atlantic
Beach and Indian Beach, and a resolution
was adopted for inclusion in the multi-
jurisdictional hazard mitigation plan.
Under new business, there was
discussion about a site plan for public
beach-access parking on Trinity Center
property. Through a lease agreement,
the town acquired an easement to
support the Beacons' Reach West
public beach access, and after review
by the fire department, the site plan
was approved.
