Preliminary decisions have been
made regarding a beach tax once the
current beach bond is retired in June
of this fiscal year. The tax will support
beach nourishment (72%), property
loans (4%), property leases (for both
parking and accesses) (3%), beach
maintenance (13%) and the dunes sta
bilization program (8%). The planned
beach nourishment will be a joint
plan with a cost share of 50% from the
county, 25% from the state and 25%
from Pine Knoll Shores in conjunc
tion with the interlocal agreement with
other Bogue Banks towns.
The property loans are for 115
Knollwood Drive and Lot “C” adjacent
to the Public Safety Building. The lot
on Knollwood Drive was purchased for
public beach access parking as well as
for a ramp to get emergency vehicles on
the beach. The remainder of the lot is
for sale. It carries a mortgage of $60,000
annually; the assumption is that it will
be sold within three years. Lot “C” has
a mortgage of $23,000 annually until
2020. One third of the lot is for beach
parking and the other two thirds is for
town purposes. Funding for the latter
will come from the general fund.
The property leases for parking lots
are for 256 Salter Path Road plus three
other lots. The cost for 256 Salter Path
Road is $11,000 for one year. Purchase
of the lot with a Division of Coastal
Management grant plus a $25,000 pay
ment is anticipated. The other three
lots cost $7,000 annually. Two accesses
(walkways to the beach) cost $2,000
annually.
Beach maintenance is estimated
to cost $50,000 annually. Expenses to
come from the beach tax would be for
signage, building supphes, landscap
ing, toilets, engineering and legal costs.
Expenses to be paid from the Gen
eral Fund are for wages, public safety,
vehicles, trash collection and utilities. If
money were collected for beach park
ing, revenue would go toward general ‘
fund expenses.
The dunes stabilization program has
a cost estimate of $113,000 for the first
year and $17,000 per year thereafter
over a three-year period. The object
is to have a continuous line of fencing
and plants all along Pine Knoll Shores’
beachfront.
