However, this was one of the very few “victories” that President Truman attained on the domestic front. More typical was the 1947 passage of the Taft-Hartley Act, which became law in spite of his veto. This measure significantly reduced the power of labor unions. President Truman had greater success with the Congress when it came to for eign affairs. The Truman Doctrine, which called for containment of communism, received bipartisan support. Another benefactor of this support was the Marshall Plan, designed to help rebuild post-WWII Europe. He was also successful in a plan to strengthen the nation in its cold war efforts against communist aggression by - approving the National Security Act of 1947. Truman also gained Congressional approval for the formation of several new agencies and departments, including the Department of Defense, the Central Intelligence Agency, the National Security Council and establishing the Air Force as a separate branch of the military from the Army. With President Truman’s support, the United Nations General Assembly in 1947 approved a plan to partition Palestine. On May 15,1948, Great Britain announced it would no longer occupy Palestine. This announcement stimulated support in the United States for the establishment of a Jewish state in the land. Shortly after this announcement, leaders of the Jewish state identified it as a nation. On the next day the president officially recognized this new nation as the State of Israel. Every patient will receive a physical exam by the veterinarian prior to surgery. Cats and dogs can be spayed or neutered when they weigh two pounds, typi cally as young as two to three months of age. The Soviet Union was given responsibility' for East Germany and the three remaining Allies—Britain, France and the United States—were jointly re sponsible for the Western bloc. Germany’s pre-war capital, Berlin, was located in East Germany and was similarly divided. On June 24,1948, the Soviets closed land access to Berlin. Rather than maintaining access by military force, Truman and the Western Allies proposed an airlift to fill the needs of the blockaded city. On the very next day the Berlin Airlift was initiated. Supplies of food and other materials were flown into the city each day. This massive use of military aircraft to supply goods to the people of Berlin worked so well that on May 11,1949, the Soviets lifted the blockade and ground access to the city reopened. In 1948, Harry Truman ran for re-election and was opposed on the ballot by Republican Thomas E. Dewey from New York and two former Democrats: Strom Thurmond from South Carolina, a candidate from the States’ Rights Party (a.k.a. “Dixiecrats”); and FDR’s previous two-term vice president, Henry Wallace from Iowa, who ran on the Progressive Party ticket. In addition, the Socialist Party’s Norman Thomas was on the ballot for the eighth consecutive year. Because of this obvious split in the Democratic Party and his low approval numbers as regularly re ported by the national press corps, Truman was given little, if any, chance of being re-elected.
