Pine Knoll Shores Commissioners Meeting By Paige Gillespie The regular meeting of the Board of Commissioners was held on September 9 at 6 p.m. at town hall. There were 20 members of the public in attendance. Mayor Ken Jones and the Kayak for the Warriors (K4TW) team coordinators presented a check for $75,000 to Hope For The Warriors. Representing Hope For The Warriors, Eddie Raimo, Melanie Piedra and Christy Schwartz accepted the check and presented the town with a commemorative paddle to thank the town for its support. They also presented Town Manager Brian Kramer with a framed picture containing several newspaper articles on the K4TW events. Bud Pitzer from the K4TW team presented Jean McDanal, who was not present, with the Oil Can Award for keep ing everything running smoothly. Everyone thanked team coordinators Bud Pitzer, Celeste Bindley and John Dowler for all of their hard work that made the K4TW events so successful. Sam Scudder was also thanked, although he could not make the. meeting. John Halada made a presentation on the Civic Engagement Plan as the Strategic Planning Committee continues the process of updating the Strategic Plan. They have held two focus group sessions with a professional facilitator; these sessions have been very well received and productive. Two more sessions were scheduled for mid- September, followed by a workshop with the commissioners during the first week of October. Mayor Jones made several announcements: The Pine Knoll Shores community yard sale will be October 10 from 8 a.m. until noon. A briefing on coyotes in town was scheduled for September 15 at 2 p.m., and a briefing on saltwater intrusion was scheduled for September 16 at 10 a.m. Both briefings were to be at town hall. A briefing on bicycle safety was scheduled for September 24 at 10:30 a.m. at the Public Safety Building, and a briefing on the smart meter transition was scheduled for Sep tember 30 at 6 p.m. at town hall. Town Manager Brian Kramers report included multiple items. He reported that the town’s smart meter agreement with Carteret-Craven Electric Cooperative (CCEC) is complete. They have met with CCEC to finalize operating procedures to guide day-to-day operations. He also reported that negotiations are ongoing regard- ing the cell phone apparatus at the Trinity Center. The dog park has been closed and the keys returned to the town. New uses for the park space are being investigated, but options are limited as it is the septic field for town hall. This will be on the agenda for next month’s meeting. A request was received from Allies for Cherry Point Tomor row for $800, which has been added to next month’s agenda. The two surplus vehicles that were for sale have sold for approximately $5,000 more than was expected. There is still no news on the firefighter grant. Mike Malagisi has received his C-well distri bution certification, which should take some of the pressure off Sonny Cunningham. Mr. Kramer received a note from Pine Knoll Association (PKA) alerting the town that PKA is looking into dredging, and is looking for locations to dispose of the dredge material. The town will research this further. Sonny Cunningham reported that there was a water main break on August 8 due to tree roots. He reported that the chemical he was researching to reduce staining and spotting does not work. Fire Chief Baker reported that the OSHA Star application has been submitted. The person they have been working with will make a preliminary inspection within 30 days, and an official inspection will follow. Police Chief Thompson was not present as he was participating in SWAT training with Carteret County and Camp Lejeune. He asked that Fire Chief Baker report that on September 2 the Department of Justice made its biennial inspection of the Police Department and the inspection went well. Jim Taylor reported that there are several buildings under construction in town or about to begin. He also said that he is working with other town and city inspectors to unify building requirements in the area. Julie Anderson reported that parking fees brought in $31,800 before expenses. TTiis is an increase over last year that may be due to having added Fridays to the schedule. Under unfinished business. Mayor Jones said that he attended a question and an swer session at Beacon’s Reach and then attended their Labor Day picnic along with Commissioner Edwards. Under the Flood Ordinance and Consistency Statement, the freeboard requirement was unintentionally removed. A motion to approve the Flood Ordinance was made by Commissioner Brodman and seconded by Commis sioner Danehy. The ordinance was unanimously approved with two feet of freeboard incorporated. A public hearing was called for at the next board meeting on October 14 on the Zoning Enforcement Ordinance. The town is looking into service consoli dation with Indian Beach to collect taxes. The town recommended a $3,000 bonus and a one-year extension to the town manager’s contract. A motion to approve these measures was made by Commissioner Edwards and was seconded by Commissioner Brodman. The motion was unanimously approved. Under new business, several volunteer board members are up for reappoint ment this month—Board of Adjustment: Richard Seale (Chair), Barbara Lemons, John Tilyard and JoAnn Shallcross; Planning Board: Paul Payne (Chair), George Greene, Ike Pipkin and Doug Browne; Community Appearance Commission: Lois Jean O’Keefe (Chair), Mary MacDonald, Harold Brown and Norm Trommer. Com missioner Brodman made a motion to approve the volunteer reappointments and Commissioner Danehy seconded the motion. The motion was approved unani mously. Commissioner Edwards made a motion to approve the appointment of Linda Pearson and Ronald Pearson to the Parks and Recreation Committee (PARC). Commissioner Danehy seconded the motion. This leaves two vacancies still open. A public hearing was called for on the Stormwater Ordinance at the next meeting. No members of the public signed up to speak during the public comment session, and no one spoke during the public hearing for the Flood Ordinance. The next regular Board of Commissioners meeting will be held at 6 p.m. on October 14 at town hall.
