COMMISSIONERS MEETING

The June 8 Board of Commissioners meeting had a fairly short, but substantial,
agenda. The mayor and all five commissioners were present, along with five
members of the public and two attending online.
The meeting began with a few announcements of interest to the general public:
the next board meeting will be on July 13 at 6 p.m., and town hall will be closed
on July 4 in observance of Independence Day. Mayor Jones did note that trash
collection will proceed as normal on July 4. Commissioner Brodman made a note
in the second public comment period that the annual Beach Cleanup will be on
Tuesday, July 5, beginning at 9 a.m. at the Iron Steamer public beach access.
Mayor Jones administered the oath of office to Sarah Williams as Town Clerk,
a position she will officially hold effective July 1 as current Town Clerk/Planning
Administrator Scott Sherrill transitions to Town Planner, effective the same date.

The consent agenda, consisting of the minutes of the April 27 and May 25
meetings, was approved unanimously.
Town Manager Kramer s report focused on the release of the flood insurance rate
map and a project the town is engaging in with Moffat-Nichol, an engineering firm,
to investigate some areas of town that did not fare as well as others in preliminary
drafts of the new flood maps. He reported that tropical storm Colin had minimal
impact in the tofvn, but the town did move about 2.2 million gallons of water to
the sound, and the town’s groundwater table monitoring has had some success in
gauging the likelihood of flooding in a rain event, which will be useful in the future
in making pumping decisions. He briefed the board that the town is considering
a second pipe to the golf course ponds to draw down the ponds at Reefstone/
Bermuda Greens, and is in discussions with the country club about running a test
to see the impact on the pond levels. He also briefed the board that work is ongoing
with the Coastal Federation for some right of way drainage options.
Town Manager Kramer also informed the board that the NCDOT encroachment
paperwork has been submitted by Arendell Engineering to Division 2 in New Bern,
so that segment is moving through the approval process.
In the other staff reports. Building Inspector Jim Taylor provided an update on
permits issued for the month: $414,944.45 in construction value with $4,564.47 in
permit fees, Police Chief Ryan Thompson informed the board that his department
received a $25,000 state grant for new in-vehicle cameras. Fire Chief Jason Baker
stated that he would schedule a hurricane safety brief during June but had not yet
determined a date. Public Services Director Sonny Cunningham reported that
he scheduled cleanout of the town’s stormwater drains and that the replacement
meters have arrived for single-family residential meters. Summer Intern Alex
Gottschalk reported that he, the mayor, and town manager went to Raleigh earlier
in the day for the North Carolina League of Municipalities’ Town Hall Day for

the opportunity to meet with legislators. Town Clerk-appointee Sarah Williams
provided updated recycling and solid waste numbers.
Public hearings were held on both the FY2016-2017 budget and a revised sign
ordinance, both of which were approved unanimously. There was one technical
amendment to the sign ordinance relating to commercial sign regulation
applicability to restaurants/hotels in the MF-1 zoning district. The board also
approved a solid waste contract with Waste Industries: there will be no increase in
solid waste fees in FY2016-2017.
In commissioner updates. Commissioner Edwards mentioned low-tech
stormwater solutions that he observed on a recent trip to Oak Island and referenced
a desire for more information to be distributed on the town’s right of way. Mayor
Jones provided an update on legislation of interest from Town HaU Day.
Intern Alex Gottschalk provided a presentation to the board .on streetlights,
ultimately recommending 12-foot extensions at intersections of Juniper Road and
Mimosa Boulevard with Highway 58 in the interest of pedestrian safety and a
new light at the utility pole in front of the Hampton Inn. The board approved the
request unanimously
The board also approved signing on to and contributing funds towards an
amicus curiae brief for the Nies v. Town of Emerald Isle case, which involves the
interaction of private property and public trust beach. Full minutes of the meeting
