PINE KNOLL SHORES COMMISSIONERS MEETING By Paige Gillespie The regular meeting of the Board of Commissioners was held on July 13 at town hall. There were three members of the public in attendance. All commissioners were Mayor Jones announced that he received a letter from Sheriff Asa Buck commend ing Chief Ryan Thompson for his outstanding work during the recent standoff with an armed citizen in Beaufort, which was resolved without injury. Bill Hotham spoke about his concerns about the wording of a document regarding the cell tower at the country club. Town Manager Brian Kramer reported that he is meeting with the engineers to re view the draft contract documents for the sidewalk segment from Mimosa Boulevard to Arborvitae Drive. They should be ready to advertise for bids soon after Labor Day. Updating the board on stormwater issues, Mr. Kramer reported that he met with the country club regarding placement of the second drainage line and will meet with Reefstone HOA to update them on these developments. Coastal Federation is help ing with the drainage issues on Cedar Road; Mr. Kramer is working to find a way to improve water flow to the vault at Willow Road. He met with United Rental and saw the stormwater pump models, and the purchase order has been submitted. Mr. Kramer further reported that the FIRM maps have been released and the 90- day appeal window will begin in December or January. Scott Sherrill, Jim Taylor and Alex Gottschalk are assisting residents with questions. The sale of the Knollwood lot is moving forward. The survey issue was resolved, and Kramer reported that the town is waiting for the health department to approve the septic design. The buyer is to prepare an easement through the eastern border to allow for lines; the easement will provide pedestrian-only access through the Pine Knoll Shores parking area for maintenance of lines. There have been two substantial maintenance issues with the ladder fire truck: the steering issue has been resolved, but the hydraulic generator needs to be repaired. In closing, Mr. Kramer reported that Dr. Spruill is continuing to work on the Wa ter Resource Planning, but it is going slowly due to difficulty getting data from other systems. Leaks alarms are down significantly from June. Intern Alex Gottschalk reported that the street light extensions are installed and operational. . . .. .. Building Inspector Jim Taylor reported that 82 permits were issued for an estirnat- ed construction cost of $585,000. Two hundred twenty inspections were performed, and two permits were issued for new single-family home construction. Human Resources Officer Natalie Gibble reported that Officer Joseph Patton was sworn in as a new police officer on July 12. He comes to Pine KnoU Shores from Beau fort, and the force is now fully staffed. Fire Chief Baker reported that he held two hurricane safety classes, and both were well attended. All town inspections have been completed and he will begin on Indian Beach inspections in the fall. He is also working on the Visual Preference Survey with Lee Padricks office and anticipates presenting the final report to the Planning Board at the end of the month and to the Board of Commissioners at the August meeting. Scott, Jim and Alex have been inspecting sign ordinance violations, and Scott is attending meetings regarding the allocation of local input points by NCDOT. He is scheduling a FIRM tutorial to help residents navigate the Flood Risk Information System (FRIS) website. He reported that Alex has fixed the camera and it is now available for the webinars. Assistant Town Manager/Finance Officer Julie Anderson reported that there is one unpaid tax bill for $1,000. Public Services Director Sonny Cunningham reported that the mosquito popula tion is under control with the biweekly spraying schedule. He said that right of way trimming has begun, and reported that all 26 stormwater drain cleanouts were done in June at a much-reduced cost from last year—and will be done annually. Under new business, the contract with Moffat Nichol for FIRM review services was approved unanimously, and the Water Ordinance and Fee Schedule Amendments were approved unanimously, as was FY2015-16 Budget Amendment #3. Following a request from PIKSCO for a donation to help cover the use of their facilities, the board voted to have the staff set up a fee schedule for these issues. The board unanimously approved a $500 donation to PIKSCO. A public hearing was called for on August 10 on the Oceanfront Development Ordinance.
