Next dinner with the mayor. The next dinner with Mayor Ken Jones will be on Friday, October 14, at 5:30 p.m. at The Country Club of the Crystal Coast. All are welcome. Next sidewalk segment—Mimosa to Arborvitae. The bid documents have been finalized and sent, and we expect to open bids on September 9. If all goes according to schedule, we will construct the sidewalk in the October-November time frame. You can find the plans on display in town hall or on the town website at townofpks.com/sidewalk. Helicopter operations in Pine Knoll Shores. Many of you are aware of the current issue regarding helicopters operating in residential areas of town. I have received many questions asking why we would allow it. As of August 10, the Pine Knoll Shores Board of Commissioners has adopted a moratorium prohibiting such activity. Prior to the August board meeting this was not the case. Our Zoning Chapters chart of permitted uses does not specifically allow for aircraft landing areas in a residential area. On the other hand, nowhere in our Code of Ordinances does it specifically say that one cannot land a helicopter in a residential area. So we went to the North Carolina School of Government at UNC—Chapel Hill and asked if it is forbidden to land an aircraft in a residential zone because this is not a permitted use as listed in.our Code or is this permitted because it is not explicitly forbidden in our Code? The answer, surprisingly, is the latter, as determined by the courts. As of this writing the August 10 moratorium is in effect, and will be for two months. You can expect board discussion on this topic at the September 14 and October 12 board meetings. New flood maps released. The preliminary Flood Insurance Rate Maps (FIRM) are now available for review at fris.nc.gov/fris. An instructional video is available on YouTube.com (search for “NC Flood Insurance Rate Maps 2016”). The tutorial features Dare County, but the basic concepts are based generally on the FRIS website. We are also trying to schedule a couple of sessions to do a tutorial on using the system at town hall in a few weeks, and we will keep you informed as to when those sessions will occur. This year’s annual Community Yard Sale, sponsored by the Parks and Recreation Committee, will be on Saturday, October 1. You may reserve a space for this by contacting Natalie Gibble at ngibble@ townofpks.com. Pine Knoll Shores fishing tournament. After all these years, the little town by the sea will have its own fishing tournament on Saturday, October 15. Open to all town residents, the inshore fishing tournament will be for these species only: flounder, red drum, speckled trout, gray trout, bluefish, sea muUet and sheepshead. Participants will be able to fish from their boat, kayak, from the surf or a pier. The weigh-in and all the hoopla will be at the McNeill Inlet Park beginning at 4 p.m., where everyone is invited to enjoy refreshments and watch the big fish from Pine Knoll Shores being weighed— and hear about the one that got away. We want everybody in town who fishes or wants to fish, and that includes all ages, to sign up, join the fun and fish on October 15. Entry fee will be just $10 and will benefit the Crystal Coast Hospice House. Instructions for signing up will be disseminated by email (if you are not on the town’s email list, please send a request to be added to admin@townofpks.com). The rules and lots more information will be coming out soon. Mark your calendars now and plan to join your town for its first ever fishing tournament. Pine Knoll Shores radio station, 1610 AM.
