Commissioners Meeting

The regular meeting of the Board of Commissioners was held on December 7 at 6
p.m. at town hall. There were two members of the public in attendance.
Mayor Jones made several announcements: the offsite retreat for the Board of
Commissioners will be February 9-10. He also congratulated the Pine Knoll Shores
History Committee for being awarded the Albert Newsome Award for their exhibit,
“Beach Town in a Forest,” that is on display at the History Museum of Carteret County
in Morehead City.
Walt Zaenker, chairman of the History Committee, spoke to the board about
displaying an exhibit in the board room at town hall. In March, when the exhibit at the
History Museum of Carteret County is finished, the committee would like to move the
panels to town hall. They would like to add additional panels that show the timeline
of Pine Knoll Shores, display the pictures of the past town boards that include both
the board and the mayor, and give a fresh coat of paint to the walls. The board voted
unanimously to approve the concept.
Town Manager Brian Kramer reported on a number of items:
• He has met with CCEC, which is open to discussion on alternatives for trimming
vegetation on the south side of Highway 58. CCEC is planning its annual tree
trimming for the beginning of the new year. After this winter, the town and CCEC
will reassess the situation.
• The Bogue Banks Water connection project should begin in March. The town is
waiting for approval from the board of Bogue Banks Water before it can move
forward.
• The vegetation has been cleared and construction on the sidewalk from Mimosa
Drive to Arborvitae Drive has started.
• Both Reefstone and Bermuda Greens are interested in a second water line to the
country club ponds. They are working with their attorneys to see what is needed
for them to be able to sign contracts on behalf of the HOA. Town Manager Kramer
is working with them to assist in any documents/drawings they might need.
• There are two opportunities with the School of Government at Chapel Hill that
Mr. Kramer would like to pursue: an intern for the summer, and to work with the
Development Finance Initiative on attracting private investment to Pine Knoll
Shores. There would be no cost to the town. If chosen, it would be part of the
graduate students coursework.
Mr. Kramer gave several additional quick updates: canal dredging will start
immediately; he and Natalie Gibble met with FEMA representatives, and the town should
be getting some reimbursement; Assistant Town Manager/Finance Officer Julie Anderson
will schedule a Finance Committee meeting for January or February; Chief Thompson
has moved the Face Behind the Badge event to January 28 due to scheduling conflicts.
Town Planner Scott Sherrill reported that the Planning Board is still looking into
zoning issues with 114 Salter Path Road and that while Richard Seale is out of the
country, Joanne ShaOcross will serve as chair for the Board of Adjustment, with John
Tilyard serving as vice-chair.
There were two public hearings: one dealing with the Technical Corrections
Ordinance and a text amendment for Roosevelt Beach.
Under Unfinished Business, the Technical Corrections Ordinance and the text
amendment for Roosevelt Beach both passed unanimously, with minor changes to the
Technical Corrections Ordinance, giving the Planning Administrator or the Zoning
Director authority. The draft gave the Planning Administrator authority.
Under New Business, the changes to the water fee schedule passed unanimously and
items for the January board meeting were discussed.
The next regular Board of Commissioners meeting will be held on Wednesday,
January 11, at 6 p.m. at town hall.
