COMMISSIONERS MEETING

The regular meeting of the Board of Commissioners was held on January 11 at
town hall. All commissioners were present. There were nine members of the public
in attendance.
Mayor Jones announced that the next meeting would be the annual retreat, held
off-site at The Country Club of the Crystal Coast on February 9 and 10, and that
the next dinner with the mayor will be in the Raleigh area on February 25.
Town Manager Brian Kramer reported on several items:
• Regarding Carteret-Craven Electric Cooperatives tree removal project along
Highway 58, the town has identified three areas for lane trimming as opposed
to clear-cutting of the right of way. In addition, the town will trim the area at
Memorial Park and will ask CCEC to trim to that standard. He noted that the
key to this project being done correctly is for the town to monitor CCEC as
the work is being performed.
• The Bogue Banks Water Connection Board did not approve the contract
from Stroud Engineering as they felt the price was too high. Mr. Kramer will
continue to work on this, but it may not happen this fiscal year.
• The sidewalk project from Mimosa Boulevard to Arborvitae Drive is
underway and should be completed before spring.
• The curb restoration project, an item of the Capital Improvement Plan, will
reinforce the corners at Oakleaf Drive, Mimosa Boulevard and Pine Knoll
Boulevard. This work will be done in the spring.
• CCEC said the unexplained spike in water alarms in December was caused by
a software update. They are working to correct this. Actual alarms are in line
with last winter.
• Town Planner Scott Sherrill and Building Inspector Jim Taylor are still working
with residents on the flood insurance maps. The start of the 90-day window for
appeals is tentatively scheduled to begin in late February or early March.
Public Services Director Sonny Cunningham reported that water leaks were
still occurring from the recent cold weather, and that the final work on the Cedar
Road project would be finished in January. The department will be erecting and
installing a new 80-foot flag pole at the Public Safety Building. The department
has installed 35 recycled Christmas trees in the existing sand fence to help rebuild
areas damaged by the two fall storms.
Police Chief Thompson reported that a new full-time officer. Corporal Cory
Bishop, has been hired. Chief Thompson is moving forward with the North
Carolina League of Municipalities risk management program for his department.
Town Planner Scott Sherrill re{forted that he has been reappointed to the NC
League of Municipalities Planning and Environment Committee. He will have an
initial draft of the Unified Development Ordinance to the Planning Board this
month and is looking to present it to the Board of Commissioners by summer.
Julie Anderson reported that tax bills are past due and interest is now being
charged. She attended the League of Municipalities meeting and recommended
that elected officials and planning board members take advantage of their online
training opportunities, as these will be required in the future.
Under New Business, the board discussed incorporating a Special Use Permit
■process into the Unified Development Ordinance effort. Budget Amendment #3,
which addresses channel dredging, the governor s Crime Commission grant and
the Public Safety Building’s flagpole donation, was approved unanimously.
The next Board of Commissioners meeting will be the annual retreat on
February 9 and 10 at the country club.
