According to Chief Halford, the rea son they tore Montreat Road up in the first place was to put in a new sewer system. They wanted to let the summer pass before they paved over it When they first put the sewer system in they had to compact it The long waiting period was to make sure they wouldn't have to tear it back up if they missed a sewer or water tap. They wanted to be certain that they got all of the house taps, culverts, and drains right before summer, be cause visitors use the houses on the side of the road, and tons of cars travel this road during the summer. paving the road. The Sewer District also had to pay for part of it The town had to do renovations and put in cul verts for rain water. They weren’t finished because it's hard to pave dur ing the summer as a result of all the cars. Culverts are placed under ground, perpendicular to the street Whenever they dig the road up, there is usually patches where it's put back together. A temporary binder was putdown so cars could travel on the road. This is easy to remove in caseofemergenciesor changes. Chief Halford stated that the roadwouldbetotallypavedandfinished in 60 days, or the contractor. Banks Constmction, would be penalized.
